- 17(i). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 17(ii). Solicitation Number 7TF-02-0004 Request for Proposal. 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. 17(iv). This is a full and open procurement under NAICS Code 541512 Information Management computer systems integration design services. 17(v). There are several contract requirements: REQUIREMENT LISTED UNDER 17(vi). Section 508 does not apply to this procurement. 17(vi). Description: This Statement of Work (SOW) describes the need and specifies the requirements for design and development of one set of simulated radio control panels. The simulated control panels will be installed in a Cessna-like aircraft cockpit simulator. The simulator cockpit utilizes full-size video monitors to simulate gages, dials, and other cockpit instruments. Because of space limitations caused by the video monitors, the stack of seven simulated radio control panels must themselves be reduced in size to fit into the cockpit configuration. The simulated control panels will meet the requirements of the following paragraphs. The simulated control panels will duplicate the look, feel, and functionality of the actual radio control panels except as noted for each panel. The actual depth of all simulated control panels will be not greater than 2 and 1/2 inches, and all control panels will be the same depth. Measurements for the control panels will be taken from the rear edge to the front-most portion of the panel faceplate (excluding knobs, buttons, etc.). The seven simulated control panels to be developed under this SOW include one Bendix/King KC-191 Autopilot control, one KMA-24 Audio control, one KR-87 ADF control, one KT-70 Transponder control, one KN-62A DME control, and two KX-155 NAV/COMM radio controls. The six unique simulated control panels, when delivered, will include a data package that contains, but is not limited to dimensional drawings, parts list, pin-out data, electrical block diagrams, and circuit schematics. An interface control document will be provided as the initial delivery. General design criteria are located in the following paragraphs for the individual simulated control panels. Detailed design specifications will be defined as the engineering design task commences. Due to the space limitations of the cockpit discussed in Paragraph 1.1, a connector, mounted in the physical center of the rear panel, will be capable of mating with 50-pin ribbon cable carrying I/O signal, power, and ground. The cable connector, when mated with the control panel connector, will be recessed enough to allow for zero-clearance. The preferred data type for communication for the instruments utilizing RS-232 is 8-bit unsigned byte (char). NOTE: Due to technical problems in transferring data to FedBizOpps, the tables referenced below are not contained in this notice. Please send your request for a copy of the tables to elaine.lacker@gsa.gov. The KC-191 Autopilot simulated control panel will utilize +5 VDC discrete digital signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-1. Pin-outs will be defined as part of detailed design. The KMA-24 Audio control simulated control panel will utilize discrete signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-2. Pin-outs will be defined as part of detailed design. The KR-87 ADF simulated control panel will utilize RS-232 serial signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-3. Pin-outs will be defined as part of detailed design. The KT-70 Transponder control simulated control panel will utilize RS-232 serial signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-4. Pin-outs will be defined as part of detailed design. The KN-62A DME control simulated control panel will utilize RS-232 serial signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-5. Pin-outs will be defined as part of detailed design. The KX-155 NAV/COMM control simulated control panel will utilize RS-232 serial signal I/O. It will provide outputs and drive inputs for the capabilities listed in Table 1-6. Pin-outs will be defined as part of detailed design. A phased approach will be implemented for delivery of the items covered by this SOW. A detailed design review will be held eight weeks after receipt of contract (ARC) for approval of proposed design. As soon as possible, but not later than (NLT) 10 weeks after receipt of order, an interface control document (ICD) for each instrument type (six total) will be delivered. The first production simulated control panel will be delivered NLT 20 weeks ARC and delivery of final control panel NLT 24 weeks ARC. 17(vii). Desired Period of Performance is no later than 24 weeks after receipt of contract. Solicitation provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000) is hereby incorporated by reference. 17(ix). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of contractor to meet the Government requirements. (b) Past Performance (see below) (c) Delivery Terms - ability to meet required delivery schedule and (2) Price. Factors are listed in their relative order of importance. Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offeror (see below) and any other information the Government may obtain by following up on the information provided by the offeror and/or through other sources (i.e., offeror?s performance on previously awarded delivery orders/contracts and/or contracts with other Government entities). The offeror must identify at least one Federal contract or delivery/task order for this client, and any other Federal, state, or local government and private contract or delivery/task order, for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list is due by the date established for receipt of proposals. 17(x). Offeror?s are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (FEB 2002) with its offer. 17(xi). Clause 52.212-4, Contract Terms and Conditions--Commercial Items (FEB 2002), is hereby incorporated by reference. 17(xii). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (DEC 2001), is hereby incorporated by reference.
