Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for fabrication services for beryllium parts. Thirty to forty parts will be machined. The largest parts will include two 9-inch x 9-inchx 2-inch housings and 6 cones approximately 6 inches in diameter at the base and 10 inches long. A number of smaller parts will also be required. Machining will include, but not be limited to, lathe work, milling, EDM, brazing, chemical etching, and bonding. Some parts will include flatness tolerances on the order of1 mil over 9 inches. Cones, tubes and machined areas of the housing will have wall thichnesses of 0.05 inches. Dye penetration testing will be required on all finished parts. All parts will require gold plating. Some parts will also receive black anodized and/or passivation. Beryllium I220H grade 2 will be provided for the largest parts. Smaller parts will be made from S200F beryllium, which will be provided by the fabrication shop. These services are required for space-flight hardware for the Mercury Laser Altimeter (MLA). Delivery of these parts is required no later than June 17, 2002. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Assys Technologies, Inc. Axsys Technologies has facilities that can perform all of MLA's beryllium fabrication steps in a single locations. Performing all of the fabrication steps in-house will allow Axsys Technologies to eliminate extra shipping, receiving and inspection time. NSAS/GSFC will provide raw beryllium material for large parts, but Axsys Technologies will provide additional materials for other parts. Having material on-hand allows Axsys to eliminate material ordering time. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 14, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
