Description
This is a Request for Information/Sources Sought Synopsis. The Defense Intelligence Agency (DIA) is seeking to identify potential certified Small Business (SB) 8(a) business sources who are interested in responding to a future solicitation with relevant knowledge, experience, personnel and capability to perform a contract to provide information management, declassification management, Freedom of Information act (FOIA) compliance, and training. Information management entails developing and maintaining automated records storage and retrieval capabilities to meet internal and external customer requirements. This includes all aspects of electronically enabling and managing applicable records for the electronic workflow processes across all pertinent DIA databases and environments along with performing records preparation and intermediate declassification review prior to accession to National Archives and Records Administration (NARA). Furthermore, information management involves preparing metadata (information about information to address the identification of records flowing within the overall information life cycle process). Declassification management entails performing intermediate classification (declassification) reviews to minimize classified holdings and their related expense, perform record review to meet mandated declassification requirements prior to NARA accessioning, enhancing content reports for improved retrieval capability and intermediate reviews will also reduce production time for response to subsequent requests. Under the FOIA compliance, the contractor would provide staff support to document processing activities and perform declassification/administrative decision making under oversight of the Government Approving Authorities to FOIA and Mandatory Declassification Reviews. Training entails providing initial and ongoing training to Agency personnel to leverage processing capabilities, train in the principles of classification/declassification for Agency personnel who are subject matter experts consulted on declassification and release issues will enhance the quality and quantity of materials processed to meet both mandated and FOIA reviews. Under DIA Government Approving Official, contractor personnel will continue to conduct formal monthly training for FOIA points of contact within the Agency. The process will be enhanced through publication of newsletters, periodic updates for employees already trained. Interested SB 8(a) firms are invited to respond to this request for information/sources sought announcement by providing, at a minimum, the following: (a) company overview including areas of expertise, company size, locations of facilities, and a description of how they would establish/maintain a required facility in the Washington D.C. area; (b) include contract numbers, periods of performance, dollar value, points of contact, telephone numbers and a synopsis of the work performed connected with the asserted relevant experience; (c) the noted minimum number of resumes and letters of intent for each personnel in the following personnel categories: document reviewer, senior document reviewer, and senior document technician; and (d) prospective contractors will need to posses Top Secret Clearance for individuals stated above. Interested SB 8(a) firms must submit this information, via email to James.Sparks@dia.mil and Jim.Dasheill@dia.mil , not later than 14 March 2002, 2:30 P.M. Do not submit more than 5 pages in total in addition to the personnel resumes and letters of intent. Contingent upon the results of the questionnaire, DIA intends to issue a competitive RFP. A regular synopsis notice will be issued at a later date to announce the projected issuance date of the RFP. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the government. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests for the information.
