Description
The Social Security Administration (SSA) intends to make an award to Network Innovations, Calgary, Alberta Canada, utilizing simplified acquisition procedures, to purchase additional satellite terminals, accessories, satellite usage and Mobile Packet Data Service (MPDS). MPDS was developed by Network Innovations to be used in conjunction with SSA's Virtual Private Network (VPN) and, as such, is proprietary to Network Innovations. The satellite systems are part of a pilot to provide services to American Indians residing on reservations in the mid-west. The satellite terminals must provide high-speed data services, including Integrated Services Digital Network and Public Switched Telephone Network. They must have two RJ11 jacks for fax and telephone, standard DTMF telephones, standard RS 232 interface, audio ports for headphones and tape input. They must be less than 6 kg, easy set-up and FCC compliant in the mid-west. They must be digitally encoded, capable of upgrade for encryption at the STUI level, and capable of making and receiving telephone calls. They must have a corded telephone with terminal adapter, have an analog modem throughput minimum of 28.8 kbps, have capability for mobile access to HSD applications, and be compatible with Inmarsat's Broadband Global Area Network Satellite. Based on the proprietary nature of the required software, and FCC compliance, Network Innovations is the only source known capable of providing the required satellite system. If any vendor feels they have the ability to meet this requirement, they must respond, in writing, to Joan Smith, Contract Specialist, Office of Acquisition and Grants, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207-5279, e-mail joan.m.smith@ssa.gov. Responses must be received by 3:00 p.m. on March 8, 2002 and must provide detailed information on how the vendor feels they can meet this requirement. The Government will consider all responses, but a determination by the Government not to compete this action is solely under the discretion of the Government. This is neither a request for quotations nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation in response hereto will not be honored or acknowledged. The Government does not intend to pay for information received. If no viable responses are received by March 8, 2002, the Government will issue a Purchase Order to Network Innovations.
