- MEMORANDUM FOR ALL POTENTIAL OFFERORS AND ATTENDEES FROM: OC-ALC/LPDAA SUBJECT: Conference Minutes for RFP F34601-02-R-53859, J85 Program Early Industry Day (EID) and Pre-Solicitation Conference Minutes 1. The combined EID and Pre-Solicitation Conference for RFP F34601-02-R-53859 was held at Rose State College, Midwest City, OK beginning at 0800 on 15 November 2001 for the J85 program. A list of the attendees is provided as attachment 1 to this letter. 2. The conference was opened by Col. James Johnson the Chief of the Airlift and Trainer Engine Division (OC-ALC/LPE). After introductions were made, Mr. Paul Ford the J85 Program Manager presented an overview of the USAF J85 program. Mr. Dick Branch and Mr. Rich Crowley who presented the USN J85 program overview followed Mr. Ford. Ms. Lacradia Gadison, J85 Deputy Program Manager, then presented a summary of the technical requirements of the solicitation. The Contracting Officer, Ms. Diana Carreon, then conducted the J85 Pre-solicitation conference. The combined conference agenda is provided as attachment 2 to this letter. 3. Contractors were asked to address their issues and questions from both sessions in writing. A review of all of the questions submitted, prior to and during the conference, and the preliminary answers provided by the government were presented to the all contractors. After this presentation an open discussion of all issues was held. Private sessions were scheduled on the afternoon of Thursday 15 November 2001 and Friday 16 November 2001 for those contractors who requested one. 4. The conference was adjourned at 1200 15 November 2001 after the Contracting Officer summarized the issues discussed. Participants were cautioned that the answers provided at this conference were preliminary in nature and the final answers would be provided with the issuance of these minutes. Attachment 3 to this letter contains the minutes and contractor questions and answers of the combined meetings. 5. To be continued on 16 Nov 01 Attachment 3 J85 Engine Industry Day and Pre-solicitation Conference Minutes 15-16 November 2001 1. Col. James S. Johnson welcomed the attendees and made opening comments to the conference. 2. Paul Ford, the J85 Program Manager, provided some opening comments and presented a high level J85 program overview where he discussed the following topics: ? J85 world-wide engine inventory ? J85 three level maintenance concept that includes flight line, base ILevel/ATC Engine Regional Repair Center (ERRC), and contract depot. ? Overhaul requirement for MISTR items and engines ? The need to keep MISTR items returned from drone engines separate from all material was stressed because drone items are in some instances exposed to salt water. ? The two improvement programs, Life Cycle Fatigue (LCF) and Propulsion Modernization Program (PMP) were discussed for information purposes only. These programs were presented because of the potential impact they might have on the BEQs. It was stressed that the Government has taken LCF and PMP into consideration when they developed the BEQs. This discussion was provided to give the contractors a better understanding of improvements that are ongoing and their impact on the depot program. The depot contractor is not expected to accomplish any of the LCF or PMP installation at depot level. ? Whole engines are overhauled at the depot only in the event of an ACI, an FMS return or if an FMS country that wants to lease an engine that is currently in AMARC, which must go through the depot. 3. The next presentation was the Navy J85 Program Review that was presented by Dick Branch, Navy Engineer and Rich Croley, Navy Logistician. In their presentation they showed a number of charts that identified the components that are cost or readiness drivers for the Navy. They also noted that the information was based on fleet wide data that included all levels of maintenance. The Navy has not made a final decision on incorporating the PMP kits into the J85-4 and J85-21 engines. 4. Lacradia Gadison, Deputy J85 Program Manager, presented a brief overview of the J85 program repair requirements identified in the Technical Requirements Document (TRD) that included: ? Minimum Offeror requirements (skills/experience and facilities) ? Review of requirements for the two transition plans ? Review Government responsibilities (GFM, correlation engines) and contractor responsibilities (including facilities, tools, fixtures, test equipment, and repair material after 24 months). 5. Doug Pangborn, Chief of the OC-ALC Acquisition Support Team (AST), made the final presentation. He described the organization and responsibilities of the AST. 6. Normally at this time a review of contractors questions and Government answers would be conducted. However, since EID was being combined with the Pre-solicitation conference this item was delayed until later in the day. 7. Diana Carreon, J85 Contracting Officer, presented the Pre-solicitation Briefing. In her presentation she reviewed the key aspects of the RFP and major milestones for the solicitation. She stressed that contractors will need to provide prices on the Exhibits, not the CLINs. In addition she indicated that the minutes would be provided to all attendees by 26 November 2001.
