Description
NA Construct Phase I of a Maneuver Area Equipment Training Site (MATES) on federal property located at Fort Drum, New York. The project includes the construction of administration/shops, storage/supply/shops, organizational maintenance tank wing - east, and organizational maintenance tank wing ? west. Phase I construction includes approximately 99,000 square feet of heated single story administrative, storage, mechanical, shops, and tracked vehicle maintenance space to include 16 maintenance work bays. The base bid includes, but is not limited to site clearing, site work, creation of storm water run-off detention ponds, utilities, sewage connections, privately owned vehicle parking spaces (approximately 4,400 square yards of flexible paving), rigid paving ( approximately 5,400 square yards), sidewalks, security fencing, CCTV, flagpole, and outside lighting. In addition bid options include, a covered storage, dust collection system, and a petroleum (POL) distribution system for the maintenance bays. The contractor will provide all labor, materials, tools, equipment and other required construction materials to complete this contract. In addition all work will be performed in strict accordance with the plans and specifications for the construction of a Phase I of the MATES. The building will be constructed of poured concrete foundations, masonry block, brick, metal panel walls, concrete floors, masonry block and wall board interior partitions, stand alone HVAC equipment and other associated mechanical equipment, arms vault with Class ?V? door, close circuit television (CCTV) system, and PVC roof membrane roofing system. Expected construction period is 730 days from acknowledgement of Notice to Proceed to final acceptance by the Government. Contractor will be required to meet the requirements of the government regarding access to Fort Drum and the construction site. The entire MATES project is planned for three phases. Phases II and III will be bid when funding becomes available. The construction schedule and all elements of the work under this project will be closley coordinated with the New York Army National Guard Directorate of Facilities and Engineering. The dollar magnitude of Phase I of this project is between 10 and 20 mil lion dollars. The solicitation is unrestricted. All resposible parties may submit a bid which shall be considered. The North American Industrial Classification Classification System (NAICS) code applicable to this solicitation is 2333320, with a small business size stan dard of $27,500,000. Federal Acquisition Regulation (FAR) Clause(s) 52.219-9, Alternate I (Small Business Subcontracting Plan) and 52.219-19 (Small Business Concern Representation for the Small Business Competitiveness Demonstration Program)are applicable to this solicitation. The issue date of the solictation is scheduled for on or around 19 March 2002, with a bid opening date of on or around 23 April 2002 at 13:30 hours local time. An organized site visit is tentativeley scheduled for on or around 9 April 2002 at the project site. All interested parties are strongly encouraged to attend this meeting to verify exisitng site conditions. The specification book and drawings for this solcitation will be issued via CD-ROM, paper copies of the above will not be available. This request MUST be made in writing on company letterhead, indicating the full name of the business, address,phone and fax number, point of contact and appropriate business classification i.e., small, small disadvantaged, women owned or large and bidding status such as prime contracting, subcontracting or material supplier. All requests for plans and specifications applicable to this project must be accompanied by a cashiers check, bank draft or money order made payble to the U.S. Treasury in the amount of $50.00. Funding is not currently available for this acquisition. Contract award will not be made until appropriated fundng is received for which payment for contract purposes may be made.
