Description
NA The U.S. Army Communication-Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with The Marshall Legacy Institute of Alexandria, VA and it's partner CZB ioMed of Fayetteville, NC to develop a body powered prosthetic device for demining applications. This extended reach device will enhance the day-to-day performance and safety of deminers. A body-powered device will create a universal mounting platform fo r demining hand tools to reduce hand and arm fatigue. It will increase a deminer's safety by providing up to 24 inches of additional standoff distance from a mine while maintaining fine manipulation controls. The extended reach will also allow a deminer to have an additional pair of 'hands' since its shoulder-controlled operation is hands-free. Lastly, a body powered extended reach will provide deminers who have lost limbs from mine related injuries with the ability for continued employment as a deminer. The body powered extended reach device will be based on modifications to an existing prosthetic device developed by Dr. Chaz Holder of CZBioMed. The device is unlike conventional prosthetic devices in that it does not require surgery and skilled individu als to have it installed on an amputee or individual. The device is adjustable and can fit a wide range of sizes as well as either arm with only a few minor adjustments. The operation of the device is through bi-scapular adduction and abduction (moving t he shoulders to arch the back), in combination with residual limb extension. This device has been proven to work effectively and has seen extensive operation is several developing countries such as Sierre Leone, West Africa. The Marshall Legacy Institute and CZBioMed are the only known source for this particular body powered prosthetic device. The primary tasks will include design and delivery of three prototypes that meet the above criteria. The modifications to the existing device will include an adju stable reach extender, blast shield, detector suspension mount, and an interchangeable tool quick-disconnect with foldaway hand unit. The duration of this effort is 3 months. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above body powered extended reach de vice may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience building prosthetic/extended reach devices. Responses should be no longer than five (5) pages. Responses are to be received via em ail within 45 calendar days of the date of this notice.
