Description
The Acquisition Services Division, SW Branch at this time intends to negotiate on a sole source basis a five year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Mitretek Systems Inc., Falls Church, VA for Independent Systems Engineering, Technical Support, & Scientific Services (ISETS&SS). However, if the results of this market survey indicate there is at least 2 or more potential qualified sources who can support this proposed effort, the Government will consider release of a competitive requirement. The estimated ceiling is $100,000,000.00 for this effort. The Contractor must have conflict free credentials and operate exclusively in the public interest. Specifically, the Government requires this support for their requirements to alleviate potential conflicts with recommendations on future products and services. The requirement includes that the Contractor shall be prohibited from participating in competition as a prime, subcontractor, or consultant for the Government of any items and/or services to be furnished and other contracts based on any work performed under this contract. The term "Contractor" includes Contractor personnel, subcontractors, and consultants. All Contractor personnel shall be considered procurement officials and will be subject to the provisions of Section 27 of the Office of Federal Procurement Policy Act (41.U.S.C. 423). The ISETS&SS will require support and services in the following seven (7) areas: Technology Management ? Supporting needs identification, acquisition, operation, hardware and software servicing and replacement, including initiatives such as recommending technology policies and architectural direction to achieve best value of technology or conducting risk assessments of critical-technology initiatives. This area also includes support for the establishment and maintenance of system and/or program integration services in support of multiple government agencies. Evolution Planning ? Provide support of strategic planning and recommendations on the evolution of business processes and system architectures, and the adoption of new technologies; Technology Evaluation ? Provide high-level, expert technical support for agencies evaluating and selecting appropriate technologies and products; including consideration of the long-term and broad range needs of the government; and conduct proof of concept feasibility studies; Systems and Services Acquisition ? Perform analyses and research in support of the acquisition of technologies and services. Includes such things as support to program managers, modeling, demonstrating, and manage technology systems, and related services; Independent Validation and Verification ? Conduct independent review and testing of acquired technologies to ensure the technical quality of delivered systems and products; Assistance to Systems Users ? Provide support in planning for and transition to new, updated, and/or modified technologies, systems, and related programs; and Scientific Applications ? Provide assistance in meeting existing or emerging technological challenges to satisfy mission goals and objectives. Interested Contractors are invited to identify their interest and technical capability for the seven areas of interest listed above within 15 days following the date of publication of this notice. Brochures alone are not sufficient documentation for demonstration of capabilities, conflict free credentials, and unbiased status. The Government's most critical factors in this requirement are the contractor's conflict free and unbiased credentials.
