Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a Sole Source Basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with American University, Washington DC 20016-8116 to obtain the services of Angela Y. Wu, Ph.D. The Engineering Metrology Group (EMG) at the National Institutes for Standards and Technology is engaged in research to advance the accuracy of dimensional measurements. As part of this effort, EMG is involved in a number of projects involving computer vision. One of the most significant problems in obtaining accurate measurement of dimensions with video cameras is the need to do subpixel interpolation. This project is focused on obtaining detailed information video camera pixel sensitivity to incoming light. The purpose of this procurement is to acquire the services of the proposed contractor to program and document the new Measurement Data Collection System in accordance with the following three (3) tasks: Task 1. The Contractor shall interface the designated EMG computer to a variety of video cameras. Two (2) National Instrument Video cards shall be interfaced to a variety of solid state cameras. Interfaces include the Standard Analog RS-170 Interface and newer digital interfaces. The Contractor shall utilize the National Instruments Programming Systems, LabView and EMACS, to build a software system to control each of the video boards, and to record a specific region of interest to a file when prompted. Task 2. The Contractor shall interface the computer system to the NIST M48 Coordinate Measuring Machine (CMM). The CMM is capable of moving accurately in very small steps, moving a structured pattern of light across the test camera sensor array in a controlled manner. The video computer will receive commands from the CMM controller and report the video output in a suitable format to the CMM controller. Task 3. Once the computer vision system performs the Tasks 1 and 2 reliably, the Contractor shall develop a specialized program to implement the NIST Grid Plate Calibration System. The specialized program will take the image from a video microscope, find the edges of various lines to subpixel precision and calculate the position of a reference point. The reference point position shall be communicated to the CMM control system. The specialized program shall include subpixel location of line edges and analysis modules to fit lines to the edges. Analysis shall consist of Least Squares Fit and robust methods, i.e., Least Median of Deviations and Least Median of Squares. The proposed contractor shall (1) deliver a fully developed software Measurement Data Collection System in accordance to Tasks 1, 2, and 3; (2) deliver the software Measurement Data Collection System documentation; and (3) train selected NIST staff to maintain and operate the Measurement Data Collection System. The proposed contractor, Angela Y. Wu, possesses 20 years breadth of experience and recognition in the fields of computer image processing and computer vision, in particular, in vision algorithms and programming. She is a published author of many books and articles on the subject. Many of her articles may be found in computer vision journals such as IEEE Transactions in Pattern Analysis and Machine Intelligence, and Computer Vision, Graphics and Image Processing. The NAIC is 541710. The size standard is 500 employees. A labor hour purchase order is anticipated. The period of performance shall be one year from the date of award. A REQUEST FOR QUOTATION IS NOT AVAILABLE. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION, however, interested parties may identify their interest and capability to respond to the requirement, in writing. The Government will consider all responses received by the closing date. Any written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
