Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. It is the intent of the National Library of Medicine to negotiate on a sole source basis the perpetual software license and support services with RecomMind, Inc. RecomMind shall provide commercially available search engine software for nonexclusive use on the MEDLINEplus.gov, www.nlm.nih.gov & www.nlm.nih.gov/internal websites. The search engine software must meet the following requirements: Employ semantic information retrieval based on probabilistic latent semantic analysis; Be able to automatically generate a set of aspect models that provide a topical map of the content being searched; Provide a fully functional online demo of the system hosted off site but accessible through the web; Be able to "understand" complex medical terminology and connect this to the "common names" used by the general public. (Baby blues and Postpartum Depression); Recognize spelling errors in user request and suggest similar alternatives; Be able to specify English or Spanish pages when searching, with other languages possible in the future - language of a page may be determined by the HTML lang attribute of the MedicalTopic page that references the document. Support language-based stemming of words; Match words with or without diacritical marks such as tildes, accents whether or not the user enters diacritical marks; Support use of medical terminology synonyms provided by the National Library of Medicine(NLM); Be able to use NLM supplied header & footer on the web page and layout of the search results; and the software must be able to run on the Solaris Platform. The company shall provide as references 3 sites where the information retrieval software is currently implemented. The company shall install and implement the information retrieval system on the MEDLINEplus, NLM Public and NLM internal websites in consultation with OCCS staff. The company shall assign 1 project manager to assist in the engagement process to ensure successful implementation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The following provisions apply to this announcement: 52.212-1, Instructions to Offerors ? Commercial; 52.2124, Contract Terms and Conditions ? Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. 52.212-3, Offeror Representations and Certifications ? Commercial Items must be submitted with responses. This is not a Request for Quotations(RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as specified as listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
