Description
The Federal Aviation Administration (FAA) has a requirement for a system that has the capability to transmit DBRITE air traffic control video from a host facility to a remote tower via commercially available data links. The procurement, which includes systems support and Contractor Depot-Level Support (CDLS), system installation and on-site operations and maintenance training, is for a maximum quantity of 100 systems during a 4-year period at an estimated price of $8.4M. <P> System performance requirements include: (1) Loss-less transmission of DBRITE 945 lines per frame Electronic Industry Association (EIA RS-343) video to remote towers via T-1 data link; (2) Minimum update rate 8Hz; (3) Operation in errored data links at rates as high as 1x10-3; (4) Integrated 2400 Bits Per Second (BPS) DBRITE Control Port; (5) Mean Time Between Failures (MTBF) > 17,000 hours; (6) Built-in-Test (BIT) including: self test; data link, signal and module fault indicators; (7) Internal test patterns and remote maintenance monitoring; (8) Dual video outputs on Video Decompression Unit; and (9) Operating Temperature: 0-50oC. <P> Interested Vendors shall include in their response a description of no more than five (5) pages of how the Vendor's proposed system has the ability to: <P> (a) Meet the above requirements; (b) Produce an initial system for FAA Test and Evaluation within 30 day; <P> (c) Compress DBRITE RS-343 Video for transmission over T1 data link; <P> (d) Reproduce DBRITE RS-343 Video at remote sites with loss- less algorithm; <P> (e) Reproduce the DBRITE RS-343 Video at the rate of 10 Frame Per seconds (FPS); <P> (f) Accept DBRITE Video via coaxial cable, and provide reproduced DBRITE Video via coaxial cable through system interface capability; and <P> (g) Provide information on experience with designing and producing video (RS-343) compression system. <P> Vendor's responses shall be sent in writing to one of the following addresses no later than MARCH 14th, 2002: <P> MAILING ADDRESS: Federal Aviation Administration, ATTN: Patricia A.
