- This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on or about 03/25/02 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 04/25/02, with an estimated award date of 07/15/02. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for both the solicitation and any solicitation amendments. The Federal Highway Administration (FHWA) has a requirement for data analysis in support of the Long Term Pavement Performance (LTPP) Program. Under this effort, the contractor will provide all necessary facilities, materials and personnel and shall perform all services necessary to conduct analysis and provide support of a coordinated program of analysis for the LTPP Program. A draft Statement of Work (SOW) will be posted at the FedBizOpps.gov website on or about 03/06/01. The FHWA encourages contractor input on this draft SOW. All feedback, to include comments, recommendations or concerns, shall be e-mailed to Amy Kruger, Contract Specialist, at amy.kruger@fhwa.dot.gov, no later than 03/15/02. The FHWA anticipates making multiple awards as a result of this solicitation. The FHWA anticipates that the resulting contracts will be Indefinite Delivery Indefinite Quantity (IDIQ) contracts from which Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task orders will be issued. The estimated period of performance is 5 years. The NAICS code for this solicitation is 541330, Engineering Services.
