Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-02-Q-80041 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-03. The NAICS Code is 54199 and the Small Business size standard is $6.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a non-competitive basis with ICAN Communications and Navigation Ltd., for the purchase of the following line item: CLIN 0001, SAAB Transponder Tech R3 Pilot Case System complete with Aldebaran II ? AIS Software, T22 chart display processor and NW7. BSB Charts Digital chart data shall cover the region between Montreal and Kingston (Quantity ? 2), Unit Price $______________. ICAN shall provide free software upgrade to Aldebaran II-AIS so that the Seaway specific messages can be properly decoded and displayed. ICAN shall provide at no additional cost, firmware upgrades to the R3 transponder so that it will be fully compatible and interoperable with IMO standards. Hardware Characteristics are as follows: 1. The AIS hardware shall comply with: a. International Mari time Organization (IMO) Performance Standards AIS [Resolution MSC. 74(69), 12 May 1998]; and b. The carriage requirement as adapted at MSC 73 December 2000 in SOLAS chapter V regulation 19. 2. The AIS hardware shall comply with International Telecommunications Union ITU-R Recommendation M.1371-1. 3. The AIS hardware shall comply with International Electrotechnical Commission IEC Publication 61993-2 that defines the testing specifications that AIS transponder manufacturers must pass to meet the IMO performance standard and the required ITU technical characteristics. 4. The portable transponder shall be equipped with a DGPS marine radiobeacon receiver capable of using the differential GPS broadcast signals from U.S. and Canadian Coast Guard to improve the positioning accuracy of the unit . 5. Portable transponders shall be capable of operating on shipboard line power of 90  260 VAC @ 50 ? 60 Hz or, internal battery power capable of sustaining operation of the transponder for at least 6 hours. 6. The portable transponder system enclosure shall be a ruggedized and watertight carrying case. There shall be a capability of storing the navigation display internally in the portable enclosure when the system is transported. 7. The entire transponder system package shall be no large than 18?L x 13?W x 7?D. 8. The weight of the entire transponder system, without the VHF antenna, shall not exceed 21 lbs. 9. The electronic chart display system shall be resident on a laptop computer. 10. The electronic chart display system shall use either the Windows 2000 or the Windows XP operating system. 11. The laptop computer shall have operating capabilities that equal or exceed those of a 900MHz Pentium III with 256MB RAM, 20GB disk drive, CD/DVD ROM drive and a 14? TFT active matrix display. Navigation Chart Display Software Features are as follows: 1. Display software shall be capable of displaying simultaneously BSB raster and S-57 Vector data. The S-57 data presentation shall be capable of using the S-52 presentation library. 2. Display software shall be capable of accepting user defined search and rescue patterns, such as expanding square, parallel track/creeping line and sector searches. 3. Display software shall have route monitoring and alarm functions. 4. Text messaging, via the AIS data link as defined in IEC 61993-2, shall be an embedded function of the display software. 5. Display software shall be capable of transferring waypoint and radar target data via the binary message on the AIS data link as defined in IEC 61993-2. 6. Display software shall have the capabilities of calculating the closest point of approach (CPA) for selected targets and initiating CPA alarms. 7. Software shall display remote target information such as: MMSI, name, position, speed, heading, rate of turn and CPA. 8. Display software shall be able to plot and display non-AIS targets received over the AIS data link, as defined in IEC 61993-2. The item cited is brand name only ? an equal will not be accepted. Inspection and acceptance shall be made at destination. Delivery of the item listed above shall be FOB Origin, the Volpe Center will a rrange for the delivery of the item at time of award. The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. In the event of a conflict the terms and conditions of the purchase order shall take precedence over the warranty. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (OCT 2000) is hereby incorporated by reference; submit signed and dated proposal to the office specified in this solicitation at or before the exact time specified in this solicitation. FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. FAR Clause 52.212-2, Evaluation ? Commercial Items (JAN 1999) applies to this acquisition as follows: Award will be based on best value to the government, consider ing price. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2001) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (MAY 2001), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2001), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 7, 8, 9, 11, 12, 13, 14, 16, 17, 22, 23. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302-1. This notice of intent is not a request for competitive qu otes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Small business firms that are interested in submitting a proposal must certify that they can provide the Pilot Case system listed above.
