Description
Notification of Contract Action (NOCA). This Commerce Business Daily (CBD) announcement constitutes a Notice of Contract Action (NOCA) of a proposed purchase of Joint Tactical Information Distribution System (JTIDS)/Link-16 Systems and URC-138(V) terminals ,spares and engineering support to be accomplished under FAR Part 15. ESC proposes to award an ID/IQ contract with a five-year ordering period. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." JTIDS and URC-138(V) terminals are an advanced radio system that provides information distribution, position location and identification capabilities in an integrated form for application to military operations. Delivery will be to various locations identified in delivery orders and is 18 months after issuance of the delivery order. Other interested firms must provide sufficient documentation to demonstrate that they can provide terminals, spares and engineering support as detailed in this announcement, within the specified schedule, to ESC/DIGK, BLDG 1624, 3 Eglin Street, Hanscom AFB, MA 01731-2100, Attn: Marie Sevigny or by fax to (781) 377-9023. Supporting documentation may include, but is not limited to, company qualifications, equipment specification sheets and catalogs. Responses must be received no later than 19 Feb 02. Responses must include the company name; address; DUNS number, CAGE code, Tax Identification Number, size of business (i.e., large business, small business, small disadvantaged business, 8 (a) concern, veteran-owned small business, service-disabled veteran-owned small business, women-owned business, or HUBZone small business); whether U.S. or foreign owned entity, and a point of contact in their response. This notice does not constitute a Request for Proposal, it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. An Acquisition Ombudsman has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
