Description
PROCUREMENT INVITATION NOTICE TO ALL INTERESTED BIDDERS HQ AMC intends to issue a Request for Proposal for the U.S. Army Special Operations Command located at Ft Campbell KY. Air transportation services are required to transport up to six (6) passengers with personal baggage or 1500 lbs of cargo, from Ft Campbell KY and Ft Benning GA to various CONUS locations. In past contracts, a base period with two option periods have been included in the contract; however, there have been significant changes in the airline industry for Part 135 carriers in the past year, including fluctuating fuel prices, constant increases in aviation insurance, and new security measures and laws being implemented. It is being questioned if a fixed-price contract for a base year and two option periods would place undue risk on Part 135 carriers since it is impossible to predict what new security laws will be implemented, fuel prices, and what to expect each year for insurance increases. We request that you please take a few moments to complete the questions below concerning this procurement. Your comments are important to us. 1. Do you feel insurance rates have stabilized or will continue to increase?_____________________________________________________________________________________________________________________________________________________________________________________________ 2. Would you prefer to see a contract with a base year and only one option period, or would it be preferable to have multiple (up to four) option periods (Remember, this is a fixed-price contract and there will be no contract increases over the period of the contract for insurance increases, fuel increases, etc.) You must bid your option years accordingly.________________________________ __________________________________________________________________ __________________________________________________________________ 3.
