Description
NA This announcement is for the purpose of soliciting names of (1)United States construction firms, or (2) joint ventures between U.S. firms including at least one U.S. construction firm, or (3) joint ventures between U.S. firms and Egyptian firms, including at least one U.S. construction firm, interested in submitting an offer on the project described in the project scope. To be considered a U.S. construction firm, the firm must perform construction as a significant portion of its business; must be incorpora ted and have its corporate headquarters in the U.S.; must have paid corporate franchise and employment taxes in the U.S. for a minimum of three years and shall have filed a state and federal income tax declaration for a minimum of three corporate years, ha ving paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must have a minimum of fifty-one percent Egyptian ownership and be an indepe ndently owned firm. Firms that are partially or wholly owned by, or otherwise affiliated with the government of Egypt or its agencies are ineligible for this competition. Contractors responding to this notice and meeting all conditions of this notice will receive a copy of the request for proposal. The estimated cost of construction is in the range of $1,000,000 to $5,000,000. PROJECT SCOPE: The work will consist of new construction and upgrading of the HAWK Missile Depot and the Theatre Readiness Monito ring Facility (TRMF) support facilities located at Cairo, Egypt. The scope of work at the HAWK Depot includes construction of a new workshop building, repairing and upgrading of the existing machine shop, upgrading of the depot main storage building, upgra ding of the chemical storage building, and air conditioning and electrical upgrading of room A2000. The scope of work at the TRMF includes construction of a new walk-in freezer for batteries, providing new back-up electrical power, and repairing and upgra ding of the TRMF facility. CONTRACT PROCEDURES: The solicitation and specifications will be furnished on a CD-ROM disk. Two CDs' will be provided to each eligible prime contractor. CDs' will be provided only to eligible prime contractors. Subcontractors and suppliers must obtain project information from prime contractors. A list of prime contractors will be published at the Tranatlantic Programs Center internet home page after release of the solicitation. Internet address: http://www.tac.usace.army.mil/co ntracts/activsol.html. Paper copies of the solicitation are not available. Contract award will be based upon a best value analysis of proposals. Evaluation factors will include at a minimum, price reasonableness, past performance, and experience. Evaluatio n criteria and order of precendence will be stated in the request for proposal (RFP). Contract award will be made on a firm-fixed price basis. Tentative date for issuance of the RFP is 12 April 2002. Tentative date for receipt of proposals is 15 June 2002 . Tentative contract award date is 17 July 2002. The anticipated contract period of performance is 365 calendar days. A pre-proposal site visit is tentatively scheduled for 21 and 22 May 2002. Attendance is recommended but is not mandatory. Upon receipt of a firm's written request for a copy of the solicitation, a Base Pass access form and information necessary to obtain approval for entry to the project site will be provided to the firm. Completed base pass forms with all required information must be recei ved by the Transatlantic Programs Center, Egypt office no later than the close of business there on 01 April 2002. A firm whose base pass information is not received at the TAC, Egypt office by 1 April 2002 is not guaranteed access to the site for the pre- proposal site visit.
