- Description
- NASA/JSC plans to issue a Request for Quotation (RFQ) to Broadvision, Inc of Waltham, Massachussetts, to renew for one-year, it's QuickSilver Software subscription license. This software is currently used by JSC's International Space Station and Analysis and Integration Team for authoring, managing and publishing long, complex documents in multiple output formats (including HTML, PDF, Postscript and ASCII) across different platforms and networks. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase this software license renewal from BroadVision, on a sole-source basis, in accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), stating a unique source. QuickSilver is a proprietary product, and only BroadVision provides maintenance on the product. A Justification for Other than Full and Open Competition stating a unique source has been prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 8, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
