Description

NA The Defense Threat Reduction Agency (DTRA) has a requirement to extend the Advanced Electromagnetic Pulse (EMP) Testing & Technical Assistance effort, contract DSWA01-96-C-0180, on a non-competitive basis. This modification will extend the period of perfo rmance by twelve months, to 12 March 2003. The primary objective of the modification is to enable Scientific Applications & Research Associates to continue its EMP efforts until a competive, multiple award, five year, ID/IQ procurement can be awarded in 2 003. The statutory authority for other than full and open competition is 10 U.S.C. ?2304(c)(1), implemented by Federal Acquistion Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22.
