Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-23. This acquisition is 100% small business set-aside and the NAICS code is 541519 with a small business size standard of $18.0 million. It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with Infinite Global Infrastructures LLC (IGI LLC), West Chicago, Illinois, to provide expert network support services. These services are required to support the development of NLM's telecommunications network for malaria researchers in developing countries. These services are required for testing, evaluation, development, performance measurement, demonstration, and technology assessment of satellite and terrestrial based biomedical communications systems. Services include but are not limited to investigation of alternative strategies to improve end-to-end performance by methods, such as, but not limited to, bandwidth efficient modulation schemes, data caching, and system optimization. This network supports, in a cost effective and efficient way, a broad spectrum of basic and operational malaria research needs currently in Africa. NLM chairs the Communications Working Group (CWG) of the Multilateral Initiative on Malaria (MIM), which began in 1997. The objective of this program is to support African scientists and malaria researchers to connect with one another and to sources of information through full access to the Internet and the resources of the World Wide Web, as well as to create new collaborations and partnerships. Specifically, the vendor shall perform the following tasks: 1) quantitatively evaluate and characterize the current data traffic on the MIMcom network; 2) develop, demonstrate and evaluate strategies to optimize end-to-end data throughout between MIMcom sites and NLM, and among MIMcom sites for data types. Data types include but are not limited to: text (email, database search results), voice over frame-relay, video conferencing, point-to-multipoint video broadcasts and any other IP or UDP-based traffic that can be readily identified; 3) implement one or more optimization strategies in the network and measure performance to quantify improvement; 4) document designs, guidelines and best practice recommendations for long term operation of the network; 5) assess, propose, demonstrate and/or report on possible next generation or alternative telecommunications architectures for serving current and future MIMcom participants. IGI LLC has five years experience in working on telecommunication systems end-to-end and has specialists in the satellite, terrestrial, and wireless networks of interest to the Government. They have designed, integrated, and deployed networks, all services desired by the Government, for the research, education and private sectors. In 1996, Mr. Beering, IGI LLC's principal, assisted NLM in designing and operating an experimental high-performance demonstration network which lead to a successful demonstration of the first Video-over-Asynchronous Transfer Mode (ATM) from National Institutes of Health (NIH) to the Radiological Society of North America's annual meeting held in Chicago, Illinois. IGI LLC has design and deployment experience with complex communication systems and services, including multimedia, in a variety of environments including deployment on naval vessels. They have experience with C-Band, Ku-Band, and S-Band satellites as well as the NASA Advanced Communications Technology Satellite (ACTS). They have the experience necessary to evaluate current technologies and evaluate and modify TCP/IP-based networks. Because of IGI LLC's unique technical expertise with complex communication systems and services in a variety of environments and willingness to work in extreme environments and remote areas, NLM has determined that IGI LLC is the only source with the unique combination of required expertise and experience who can successfully perform the required tasks. Vendor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this purchase order.
