Description
The U.S. Environmental Protection Agency intends to negotiate, on a sole source basis, with University of Michigan, to perform the work of estimating emission rates of metals based on measurements from on-road vehicles, analyzing metal concentrations in fuel and oil of test vehicles, collecting representative gas and particle phase samples of test vehicle tailpipe emissions, and replicating and validating measurements taken by University of Michigan at the Fort McHenry Tunnel, Baltimore MD as reported in the document "Mobile Source Profile Determination: Ft. McHenry Traffic Tunnel Study Mercury Data Report to the Florida Department of Environmental Protection " (Keeler, G.J., Dvonch, J.T. Barres, J.A.; 1999). The U.S. EPA requires duplication of the previous sampling methods used for the tunnel study results in order to compare with the study results for this project that is to be performed at the U.S. EPA laboratory in Ann Arbor Michigan using test vehicles. The University of Michigan was the only contractor able to collect measurable mercury samples at the Ft. McHenry tunnel project in 1999. Validation sampling requires using the same laboratory, methods, and equipment previously used. The University of Michigan developed the method, possesses the necessary expertise and equipment, and is the only known source for validating the 1999 measurements and performing this new EPA requirement. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c)(1) which allows for contracting without full and open competition if there is only one responsible source and no other type of service will satisfy the needs of the agency. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to the requirements by submitting appropriate documentation to the office identified above, Attn: Les Bodine. Documentation must be received by the EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
