- NASA/GSFC plans to issue a Request for Quotation (RFQ) for one each 5 watt erbium doped fiber amplifier, linearly polarized output, output module with lda-10 driver, input termination to be FC/APC-PM, 1.5 meter standard length, output termination to be 1.6mm collimator 1.5 meter standard length. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from IPG Photonics Corp., Oxford, MA. The vegetation index lidar experiment and the CO2 laser sounder project both require laser transmitters that produce several watts of diffraction limited optical power in the red (660-780 nm) to be viable measurement techniques from space. IPS Photonics has demonstrated their ability in developing the highest power commercial fiber amplifiers. IPG Photonics is the only source available for polarization maintaining fiber amplifiers capable of producing >5 watts (37.5 dbm) of saturated output power at 1550 nm. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 19, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
