Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is NAMA-02-Q-0005 and this solicitation is issued as a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 04. This procurement is a 100% small business set-aside. The North American Industry Classification System code is 421420 and small business size standard is 100. National Archives and Records Administration (NARA) intends to purchase: Item 0001: a total number of 50 microfilm readers, specifically Gideon Library Researcher Model 900 (Manual) includes 13x24xZoom Lens or equal. See www.stimaging.com for salient characteristics. Delivery and installation of the 50 microfilm readers shall be included in the price. Offerors are encouraged to offer a discount off the proposed unit price for trade-in of NARA's 50 old microfilm readers (DuKane Universal readers, Model #27A66). Item 0002: a total number of 50 on-site warranty upgrades. The contract will be a firm-fixed-price supply contract for commercial items. Required delivery shall be 14 calendar days or sooner from receipt of the purchase order. The vendor must install the readers the same day. The following FAR clauses and provisions apply to this acquisition: 52.247-35, F.O.B. Destination within Consignee's Premises to NARA, Customer Services Division (NWCC1), Microfilm Research Room, 7th & Pennsylvania Avenues, NW, 4th Floor, Washington DC 20408. 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation - Commercial Items, significant evaluation factors are technical capability, past performance, and price. Technical capability and past performance are significantly more important than price. Quality, delivery, and customer service will be evaluated under past performance; 52.211-6 Brand Name or Equal. NARA does not consider the Gideon 1000, Indus' Super Carrel, or the Northwest 2020 microfilm readers as equals. Document imaging is not a required feature. 52.212-3, Offeror Representations and Certifications - Commercial Items. This document must be completed and provided with the offer; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which includes 52.204-6, Contractor Identification Number Data Universal Numbering System (DUNS); 52.222-19,Child Labor-Cooperation with Authorities and Remedies; 52.221-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.232-18, Availability of Funds; and 52.232-33, Payment of Electronic Funds Transfer - Central Contractor Registration. A completed ACH form must be on file prior to contract award. Vendors shall submit signed and dated offers: by facsimile to (301) 713-6910 or by any available express mail service to the attention of Marion Bass-Dyer, Contract Specialist, NARA, Acquisitions Services Division (NAA), 8601 Adelphi Road, Room 3360, College Park, MD 20740-6001; or by hand delivery to the same address. Offers should be submitted on the SF1449. The date and time for receipt of proposals is Tuesday, March 8, 2002 at 2:00 PM Eastern Standard Time. ALL OFFERS THAT FAIL TO FURNISH REQUIRED REPRESENTATIONS AND CERTIFICATIONS OR INFORMATION FROM THE APPLICABLE CLAUSES OF FAR 52.212 STATED ABOVE OR REJECT THE TERMS AND CONDITIONS OF THE SOLICITATION MAY BE EXCLUDED FROM CONSIDERATION. The Government may make award without discussions - therefore, the offeror's initial offer should contain the offeror's best pricing. Any amendments hereby issued to this solicitation shall be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Offers or modifications to offers received at the address specified for the receipt of offers after the exact time specified will not be considered.
