Description
NA The John A. Volpe National Transportation Systems Center (Volpe Center) is assisting the U.S. Environmental Protection Agency (EPA) in the removal of asbestos contaminated vermiculite insulation material from the city of Libby, MT. Approximately 100,000 cubic yards of asbestos contaminated insulation, with the common brand name ZAI Zonolite, is to be transported and disposed. The Volpe Center is conducting market research to determine the most appropriate procurement method(s), and to identify potential sources to provide transport services, disposal services and/or transport and disposal services for the removed ZAI Zonolite insulation. ZAI Zonolite was used as loose fill attic insulation that was usually blown in or placed by hand in residential and commercial buildings throughout Libb y. When analyzed by Polarized Light Microscopy (PLM-NIOSH Method 9002) bulk samples of Zonolite insulation typically show levels of amphibole asbestos at <1% and range from non-detect to 5%. However, when viewed through a Scanning Electron Microscope (SEM) all of the ZIA Zonolite insulation samples collected by EPA, including those reported as non-detect by PLM, reveal some presence of the amphibole asbestos. Libby is located within Lincoln County, in the northwest corner of Montana, 35 miles from Idaho and 65 miles south of the Canadian border. Libby is accessed via Montana Highways 2 and 37 as well as rail lines operated by Burlington Northern Santa Fe Railway. The transporter should be fully licensed to haul asbestos contaminated materials and will be required to comply with all fe deral, state and local regulations. The asbestos contaminated insulation will be disposed at a fully licensed asbestos disposal facility. The government will be responsible for the removal of ZAI Zonolite from all affected buildings as well as the loading of the insulation into the transport vehicles. Interested transporters and/or disposal sites are required to submit the following information: (1) Company name, company address, contact name, contact phone number, and contact e-mail address, (2) Discussion of the method to be used to transport the material to a disposal site as well as any limitations, restrictions, or conditions for the transport, (3) The location of any proposed disposal facility. (4) Discussion of any treatment method to be used at the disposal facility as well as a ny limitations, restrictions, or conditions on the disposal of the asbestos contaminated material, (5) EPA disposal facility identification number, (6) EPA transporter identification number. In conducting this market research to determine the most appropriate procurement method(s), interested parties that do not have capacity to transport and dispose of the entire 100,000 cubic yards of material are also encouraged to respond.
