Description
The Committee for Purchase From People Who are Blind or Severely Disabled (Committee) is pursuing parternships with U.S. commercial manufacturers of fine line permanent and non-permanent pocket markers (porous point pens). Specifically, those in a pen-style barrel with fiber tip and at least eight colors available. Limited or full lightfast ink will be considered a plus. The non-permanent type shall use ink of a water & alcohol base. It should write on most surfaces applying a smudge resistant and durable mark. On glossy surfaces such as overhead projection transparencies, glass, porcelain, whiteboards, metal and compact disk surfaces it shall have no ink migration and can be removed with a damp cloth or eraser (making it non permament). The permanent type marker shall use alcohol-based (ethanol) ink with no xylene or toluene. It should write on most surfaces applying a smudge and water proof mark. Only responses from commercial suppliers/manufactures who meet the following criteria are requested at this time. 1) Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2) Willingness to enter into a multi-year agreement, which includes technical assistance, to have a nonprofit agency that meets the criteria of the Javits-Wagned-O'Day Program to assemble and/or package the products in question thereby creating employment for people who are blind or severely disabled. 3) Commitment to working independently with the JWOD team to market the products to Government customers under the JWOD Program. 4) Willingness to work with the nonprofit agency, NIB or NISH and the Committee to ensure that the products' price to end-users is a fair and reasonable price. 5) Manufacturers' submissions must demonstrate that the specific products meet the various criteria, as well as indicate what functions the nonprofit agency's employees would perform. The deadline for response is April 3, 2002.
