Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Advanced Measurement Technology, Inc., of Oak Ridge, TN, for acquisition of one (1) Ortec Model GEM35P-Plus GEM Series High Purity Germanium Coaxial Detector with Ultra-High-Count-Rate Preamplifier, to be used for high-performance gamma-ray spectrometry associated with accurate quantitative elemental determinations by neutron activation analysis.*****Sole source determination is based on the following: (a) High resolution/Efficiency: High resolution (FWHM <1.85 keV) and efficiency (>30% relative) of the detector are required performance criteria that only the Ortec instrument can provide; (b) Ortec system's flexible electric cooling system: The detector will be used in a confined space; therefore, the flexible electric cooling system will reduce the physical size and weight of the spectrometer; and (c) Reduced running costs: Electrical cooling provided with the Ortec system is expected to result in a > 60% reduction of running costs. Advanced Measurement Technology, Inc. is the manufacturer of the Ortec instrumentation and is, therefore, uniquely qualified to meet NIST's need for a germanium detector with electrical cooling.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within sixty (60) days or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 Employees. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 18, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
