MARKET SURVEY <P> PROGRAM TITLE: FIRE ALARM UPGRADE <P> NOTE: THIS REQUIREMENT IS A FULL AND OPEN COMPETITION, WHICH IS RESTRICTED TO CONTRACTORS ON THE GSA SCHEDULE FOR SERVICES UNDER SIN #s 246-50, 246-51, and 246-52. <P> FAA POINTS-OF-CONTACT <P> Connie Brown, Contracting Officer, ASU-340, (202) 267-3634 Richard Wu, Contracting Officer?s Technical Representative, AOP-600, (202) 267-8042 <P> Address all written correspondence to the following: <P> Federal Aviation Administration ATTN: Connie Brown (ASU-340), Contracting Officer Specialist 800 Independence Avenue, SW Washington, DC 20591 <P> PURPOSE OF ANNOUNCEMENT <P> In accordance with Section 3.2.1.3.12 of the Federal Aviation Administration?s Acquisition Management System (FAA AMS), Industry is hereby informed that the Federal Aviation Administration has a requirement valued at over $1,000,000.00. <P> This announcement is a Request For Information (RFI) in order to conduct a Market Survey. THIS ANNOUNCEMENT IS NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) OF ANY KIND, and is not intended to guarantee procurement of the services. Further, the FAA is neither seeking nor accepting unsolicited proposals. DESCRIPTION: <P> The FAA has a requirement for Contractor support to assist the Federal Aviation Administration?s (FAA) NAS Operations Program. The requirement is for a technically capable contractor, which is on GSA schedule, to administer the work requirements for the turnkey construction management, system installation and modification of a Fire Alarm Upgrade at twenty-one (21) Air Route Traffic Control Centers (ARTCCs). Work includes, but is not limited to: providing the necessary hardware for a two-stage occupant notification scheme in one wing of these facilities; reprogramming the Fire Alarm Control Panel (FACP) to perform new occupant notification scheme;providing alarm verification for all smoke detectors, and expanding existing addressable FACP to provide alarm initiation and notification in other areas of the facility. <P> The anticipated contract type will be a Cost Plus Fixed Fee (Completion). The anticipated performance period is 540 calendar days (17 months) after date of award. It is projected that the date of award will occur during the 2nd quarter of CY 02. <P> OBJECTIVE <P> The objective of the RFI is to obtain contractor qualification statements. It is requested that all firms interested in competing for this requirement respond by submitting a letter of interest (with appropriate points-of-contact) and written qualifications to Ms. Connie Brown at the above-mentioned address. <P> All responses to this RFI will be properly secured and protected by FAA. <P> All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI announcement. MARKET SURVEY <P> PROGRAM TITLE: FIRE ALARM UPGRADE <P> SCHEDULE: <P> The FAA is requesting letters of interest and qualification statements to this RFI be faxed to Connie Brown at (202) 267- 5142, or (202) 267-5149 by 3:00 p.m. (EST), FEDEXed or mailed to the aforementioned address post marked by Friday, March 8, 2002. <P> PLEASE NOTE THAT ORAL RESPONSES ARE NOT ACCEPTABLE. <P> CONTRACTOR EXPERTISE REQUIRED: <P> Over 20 years of experience with providing the services for turnkey construction management and system installation for large commercial, industrial, or government contracts. Experience with providing the services for the installation of facilities environmental control and monitoring systems for En Route facilities. Experience with Y2K compliance testing and upgrading environmental control, security and fire alarm systems.
