- Description
- This commercial item acquisition is being conducted in accordance with FAR Part 12 and FAR Subpart 13.5. The U.S. Coast Guard Headquarters, Acquisition Directorate, Office of Contract Support, General Contract Division (G-ACS-2B) has a requirement for at least 1,700 Personal Emergency Position Indicating Radio Beacons (EPIRB)s. The EPIRB shall meet the Radio Technical Commission for Maritime Services (RTCM) standards for Category 1, 406 MHz satellite personal locator beacon detailed in the RTCM Paper 5-97/SC110-STD with the following exceptions: 1) The device shall be labeled as a personal EPIRB as opposed to personal locator beacon; 2) The device shall be digitally coded as an EPIRB as opposed to a personal locator beacon as detailed in the standard; 3) The device shall be capable of the 406 MHz signal transmission as specified in the standard while the antenna is partially submerged in water. The device shall completely fit into an existing garment with the following pocket dimensions: 1 7/8 inches x 6 1/2 inches x 4 1/8 inches. The offeror shall indicate in the proposal the Operating/Stowage Classification (1 or 2) of the quoted product. The contractor shall be responsible for delivery of the initial order of EPIRBs to approximately 450 US Coast Guard shore activities and ships. The contractor shall provide the Government with a list of Unique Identifier Numbers associated with each EPIRB and to indicate to which shore establishment or ship each unit was shipped. The Request for Quote (RFQ) number is DTCG23-02-Q-DNQ081. This requirement is available for full and open competition. The U.S. Coast Guard anticipates award of an Indefinite Delivery Indefinite Quantity contract for a current, known minimum amount and for subsequent quantities to be ordered over a five-year period. It is anticipated that the RFQ will available in March and that quotes will be due no more than 30 days after its issuance. The RFQ and all attachments will be posted to http://www.fedbizops.gov and available for download under RFQ DTCG23-02-Q-DNQ081. The opening/ closing dates in this synopsis are estimates and will be definitized in the RFQ. The NAICS code for this procurement is 421690 and the corresponding size standard is 100 employees. This synopsis does not constitute an IFB, RFP, or RFQ, nor does its issuance restrict the Government as to the ultimate acquisition approach. All responsible small businesses sources will be considered. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
