- Description
- Edwards AFB has a requirement for training support to the United States Air Force Test Pilot School (USAFTPS), located at Edwards AFB CA. The support includes: contractor-provided jet trainer aircraft to include all equipment, personnel, and supplies to support sortie generation training requirements of TPS; all hull and liability insurance to operate the provided aircraft; and initial qualification training for staff instructor pilots. Sortie generation requirements shall vary, but shall be sufficient to allow for two sorties per day per aircraft and be directed by the U.S. Government (USG) as required to support the TPS mission. This includes turnkey services for training, maintenance and sustainment of these aircraft at Edwards AFB, CA. The contractor shall have and provide all skills, technical knowledge, technical data, equipment, tools, Federal Aviation Administration (FAA) certifications in aircrew proficiency and maintenance and manpower required to accomplish a turnkey operation with minimum/no USG support. The operating cost will be a primary consideration and total cost shall not exceed $1700 U.S. dollars per flying hour on a performance based, firm fixed price contract. Fuel will be provided by the USG; otherwise, the operating cost of $1700 is all-inclusive (oil, maintenance, supplies (aircraft and manpower), insurance, engine work, ground support equipment, etc.) Two aircraft are anticipated to be required. TPS mission requirements are estimated at 150 ? 250 flight hours per year per aircraft. The mission will be executed at Edwards AFB CA and continuous, year-round support will be required. Desired characteristics for the aircraft include: Low wing, all metal fuselage, retractable landing gear, turbofan powered, designed for basic pilot training with tandem seating/front and rear cockpit seating and capabilities for combat maneuvers, attack and weapons training. The aircraft shall be equipped with operable ejection seats for both cockpits. Target performance envelope is: Maximum level speed ? 750 km/hr, 405 KTAS Maximum rate of climb ? 21 m/s, 4,130 ft/min Service ceiling ? 11,000 m, 36,000 ft Maximum range ? 1,350 km, 730 nm (internal fuel, 10% fuel reserve) Maximum endurance ? 2 hr 45 min (internal fuel, 10% fuel reserve) Maximum load factor - + 8 g/- 4 g Take off run (sea level) ? 540 m, 1,770 ft Landing run (sea level, 50% fuel) ? 550 m, 1,800 ft Stall speed ? 158 km/hr, 85 KTAS (Landing flaps, 50% fuel) Aircraft not meeting the desired characteristics or target performance envelope may still be submitted for evaluation. The anticipated performance period is 1 Oct 2002 through 30 Sep 2002 with three (3) one (1) year options. The anticipated RFP release date will be 1 Jun 2002. The anticipated type of contract is Firm-Fixed-Price.
