- Description
- This procurement is unrestricted. The project is a Firm Fixed-Price Construction Contract. This fully designed negotiated procurement consists of retrofitting and upgrading the existing single zone heating and ventilation and air conditioning system with a variable air volume system, which includes terminal reheat. The work will also include upgrading the existing pneumatic control system to a new direct digital control system. The existing building should a have a new split HVAC system. All work shall be in conformance with the drawings and specifications prepared by the design firm GEM Engineering. Estimated cost is between $100,000 ? 250,000. Contract is to be awarded to the responsible offeror who provides a ?Low Price Technically Acceptable? proposal. Extensive coordination will be required to schedule this work to minimize interference in work areas with concurrent Government activities. The North American Industry Classification System (NAICS) Code is 333415 and the annual size standard is $11.5M. Source Selection Criteria will include in order of importance: The evaluation criteria factors that will be considered for this solicitation are past performance, experience, equipment and price in that order. A site visit and pre-proposal conference is scheduled for 2 April 2002. The site visit will be held at Bldg 3544 and the conference will be held at South Bay Area Focus Team, Bldg 99, Naval Station at conclusion of the site visit. Time and place will be identified in the Request for Proposal (RFP). Participants must reserve seating five (5) days in advance by contacting Alfred Simpson at simpsonaj@efdsw.navfac.navy.mil. This is not a public bid opening. Contract duration is approximately 120 calendar days. Solicitation will be limited to electronic medium and will be available on the Internet at http://esol.navfac.navy.mil. Hard copies will not be made available. All amendments to the solicitation will be posted on the Internet. Prospective offerors will be responsible for checking the website for any posted changes. The official plan holders list will be maintained and can be printed from the website. In accordance with DFARS 252.204 ? 7004, all firms must be registered with the Central Contractors Registration (CCR) prior to any award of a contract.
