Description
This is a SOURCES SOUGHT ANNOUNCEMENT only. Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex is conducting a market research to seek qualified sources capable of designing an manufacturing an Ultrasonic Rail Tester. 1) Tester that is capable of detecting the following rail defects: a. Transverse fissures or other centrally located transverse defects representing 10% of the cross-sectional area of the rail head b. Engine burn fractures or transverse separations developing from thermal cracks underneath the driver burns representing 20% of the cross sectional area of the rail head. c. Horizontal split heads at least two inches in length, extending at least halfway through the rail head and located one-half inch or more below the running surface of the rail. d. Vertical split heads so oriented as to interrupt an ultrasonic signal transmitted centrally through the rail section above. e. Joint defects (bolt hole cracks and head and web separations inside the joint bar limits) at least one-half inch in length and progressing entirely through the web. f. Head and web separations and split webs outside the joint bar limits at least two inches in length and progressing through the rail web. g. Defective welds with centrally located transverse defects, voids, or inclusions in the rail head representing approximately 10% of the rail head. 2) Ultrasonic inspection equipment shall also be capable of producing reliable and repeatable responses from the following simulated defects: a. One-quarter inch diameter hole drilled horizontally through the rail head. b. Bolt hole through the web, c. A horizontal one-half inch long crack between the web and the head. 3) The ultrasonic portion of the equipment shall have a multiplex scanner capable of operating several transducers designed to accomplish multi-task inspections during each scan. The Ultrasonic instrument shall have a CRT Screen and be cable of storing test results for future evaluations. 4) Must be ergonomically friendly (able to move up and down the track without watching the CRT screen). 5) Norfolk Naval Shipyard may consider a small-motorized version of this equipment. Any information submitted as a result of this notice is strictly voluntary and is done so at the expense of the contractor. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government. Any potential solicitation resulting from this survey will be announced separately.
