- This is a combined synopsis/Request for Proposals (RFP) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Proposals are solicited with this notice. This proposal document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-3. The Television-Audio Support Activity proposes to procure the following items: Network Video System (NVS) interface; includes external enclosure, keypad, and full duplex w/echo cancellation; video format: composite NTSC 3.58mhz or PAL 4.43mhz (auto switching); for use with various platforms including non-computer equipment such as TV and PC's w/limited ISA slots; supports Windows 3.1, Windows 95, Windows NT and OS/2 for Windows; coaxial cable connections; auxiliary audio and video ports; connection via cluster workstation adapter; requires single coax cable, 75 ohm, RG-59/U type up to 1000-ft or RG-11/U type up to 1750-ft; power requirements: 100-120vac, 50/60hz., Quantity 6 each, Vugate Inc Part Number: 99-2006-703. Adapter Card, video network, MINX (PCNVS) 310; includes primary audio, video, and WINMIX software; fits easily into your ISA-bus personal computer; connectors for audio and video peripherals are provided with the PCNVS 310; video capture card, video camera, microphone, and speakers are easily connected to the network adapter card; with the PCNVS 310 you can video conference, while accessing your other business applications at your desktop; the MINX PCNVS 310 communicates with all existing Vu-Gate video products including the MINX 2002 workstation, and the MINX network interface (MNI), as well as the MINX NVS family of products; MINX video network codec also adheres to CCITT H.320 standards for wide area video-conferencing; PCNVS 310 includes a port for a privacy handset, auxiliary video input/output, and the following options: baseband, and full duplex audio subsystem; video (format): composite, NTSC, 3.58 MHZ or PAS, 4.43 MHZ; input: composite, nominal 1v pp., 75 ohm, negative sync; output: composite, nominal 1v pp., 75 ohms, negative sync; audio (mic input): 10k impedance, line level .775VRMS, RCA connector; line output: line level, .775 VRMS, RCA connector; control: RS-232c, 1200-9600 bauds 15-pin D connector; power requirements: +5v <1.5a, +12v <.5a, -12v <.5a. Quantity 6 each, Vu-Gate Part Number: 99-2006-701. Audio/Video kit, Featurepak-101; Model PCS-V2 desktop audio/video peripheral; includes: PC video card, color camera, microphone, and speakers; features privacy shutter control, auto-iris, and height and tilt adjustments; for use with VUGate Video Teleconferencing System. Quantity 8 kits, Vu-Gate Part Number 99-2105-201. Circuit Card, dual video workstation adapter; super hub; multi-point; for use with video teleconferencing system. Quantity 8 each, Vu-Gate Part Number: 94-2036-001. To facilitate contractor support for repairs, technical support and warranty service of the required system(s), proposals are sought from sources in near proximity to Ft. Belvoir, Virginia. Proposals are requested priced for FOB Destination delivery. The Destination point is: Fort Belvoir, Virginia. Requested delivery time is 30 days after receipt of an order. All responsible sources may submit a proposal which shall be considered by the agency. Offerors proposing to provide other than the requested item shall include specification data sufficient to enable the Government to determine the capability of the offered item to meet the specifications stated above. All responses to this notice must make reference to proposal number MDA112-02-T-0019. This acquisition is set aside for exclusive participation of small businesses. The NAICS Code for this acquisition is 334310, size standard 750 employees. To be eligible to receive an award resulting from this quotation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. FAR Provision 52.212-2, Evaluation-Commercial Items, also applies, with the Government's evaluation criteria as follows: "The evaluation criteria for this solicitation will consist of technical capability of the offeror to meet the agency requirements and price. Technical capability and price are approximately equal". Offerors shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer.
