- The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA) is seeking qualified sources to provide the professional services outlined below. This acquisition is anticipated to be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items. At time of award, vendors must have a Top Secret security clearance to be considered. Vendors who do not have a Top Secret clearance should not ask for a copy of this solicitation. A copy of the solicitation will be available on or about 18 March 2002. 1. Background. This requirement is for Systems Engineering and Technical Analysis/ Assistance (SETA) across a broad range of functions and practices to include: advising JITF-CT on its IT enterprise integration and implementation; providing oversight and expert engineering advice related to JITF-CT Information Technology Architecture and Knowledge Base development and Information Technology Application (IT); providing a variety of engineering services; evaluation of data modeling and system simulation efforts; research and evaluation of advanced IT; integration of requirements; evaluation and validation of IT prototyping; supervision and guidance on Logical Data Modeling and shared databases; guiding and advising on Integration Studies; providing support on policy, planning, process, program and Project Management; providing advice on solution fielding/ installation and operations; and other operational and analytical, RDT&E, support services to the Joint Intelligence Task Force for Combating Terrorism (JITF-CT) of the Defense Intelligence Agency. The work to be accomplished will cover a base period with four option periods. 2. Objective. The objective of this contract is to provide SETA services in support of the concepts, missions and operations of the Joint Intelligence Task Force for Combating Terrorism. 3. Scope. In addition to having a comprehensive knowledge of the various programs and current mission environment and requirements, the SETA contractor is required to have expertise in the technologies under development and their associated technical and operational impact, technology concepts of operation (CONOP), mission needs, requirements documentation, strategic and technical plans, and support development of these products and missions should they not exist or require further refinement. Experience with the systems into which the program is planning to transition its business practices is also a requirement. Experience with the C4ISR&T tactical to strategic operational environment in which the C4ISR&T systems, federal and civil, national and transnational, and organizations are employed is also required. The SETA duties include advice on the performance of technical planning and analysis functions and formulation of advice and engineering solutions necessary to assist in the successful demonstration and transition of the programs technologies, data modeling & system simulation, operational software tool sets, CONOPs. Various programs and organizations have a need for state-of-the-art Information Technology SETA services. The contractor providing SETA industry services must have expertise in a variety of hardware platforms (work stations, servers, routers, hubs, wireless, etc.) and applications as well as detailed knowledge of the intelligence process, Knowledge Bases and intelligence analysis processes involved. The SETA contractor will perform technical assessments and risk analyses of proposed program solutions. 5. Tasks. This Scope of Objectives (SOO) delineates the efforts required of the contractor to provide Architecture Development and Application, Systems Engineering and Technical Analysis Services (SETA) and other expert support services to the program such as advice on the development of Knowledge Bases. The contractor will provide the personnel and administrative support services required to advise on various programs, which include, but are not limited to: a. Information Technology Architecture Development b. Advice on integration with DIA IT Information Technology Application Services c. Systems Engineering and Technical Analysis Services d, Engineering Services, Data Modeling and System Simulation e. Studies in Advanced IT f. Research, studies and advice on Knowledge Bases g. Integration Requirements, Validation and System Prototyping h. Logical Data Modeling and Shared Databases i. Integration Studies j. Policy, Planning, Process, Program and Project Management Support k.
