- C--INDEFINITE QUANTITY SOLICITATION OF ARCHITECT-ENGINEER SERVICES FOR THE GREAT PLAINS REGION. POC Contracting Issues: Richard Zephier, 605-226-7426, Technical Issues: Gordon Rosby, 605-226-7371. This solicitation is for Architectural and Engineering firms only. This work will result in the award of an indefinite quantity contract. The geographical area, to be covered by the contract, will encompass the states North Dakota, South Dakota, and Nebraska. Scope of A/E services may include architectural, landscape architecture, interior design, surveying, geotechnical engineering, civil engineering, structural engineering, mechanical engineering, and electrical engineering, commissioning, and value engineering. Work may include studies, inspections, and analysis of existing buildings; design; preparation of construction documents; cost estimating; construction observation; value engineering; commissioning; and forensic investigations. The contract period shall be for one year with an option for four one-year option periods. Contract award is contingent on availability of funds. The total value of the contract will not exceed $500,000 per year. A minimum guarantee of $5,000 is payable for the first year and an additional $5,000 for each year thereafter that the contract option is extended. The scope of work for all drawings will require the latest version of AutoCAD. An archive CD will be required for key documents produced such as reports, studies, drawings (.dwg format), specifications, and cost estimates. Designs may require consideration of sustainable and green design features utilizing the Leadership in Energy and Environmental Design (LEED) rating system. This is a Request for Qualifications (RFQ) of A/E Firms interested in contracting for this work. The A/E firm as used in this RFQ is a firm, association, joint venture, partnership, or other entity. The A/E firm must address the contractual relationships within the A/E Team and it's ability to manage multiple projects simultaneously. The A/E Team is required to have at least one registered (or certified as applicable) professional in the state of the project location for each discipline as applicable. Submission requirements and evaluation will include: (1) Qualifications of Key Personnel; list only the team members who will actually perform major tasks (2) Approach to the Project (3) Past Performance for Quality, Cost Control, and Scheduling (4) Past Performance of construction documents; demonstrate construction documents are concise yet clear, thorough, and adequately detailed resulting in minimal change orders and other field corrections (5) Demonstrated knowledge and experience in applying sustainability concepts and principles to facilities and infrastructure, including energy conservation, renewable energy, energy management systems, the use of recoverable and recyclable materials, waste reduction, and construction management practices (6) Demonstrated knowledge and experience in cold weather climatic design. (7) Demonstrated knowledge and experience with applicable codes, standards, and federal regulations. Interested firms shall submit one copy of their submittal package using Standard Form 254 (Architect-Engineer and Related Services Questionnaire) dated not more than twelve (12) months before the due date indicated above for the firm and for all consultants listed in block 6 of the firm's SF 255, Standard Form 255 (Architect-Engineer and Related Services Questionnaire for Specific Project, and a letter of interest. One copy of the submittal package is to be received no later than 3:00 PM Central Standard Time on the date indicated above. Please address submission to the attention of Mr. Richard Zephier, Contracting Officer, Department of the Interior, Bureau of Indian Affairs, MC-206, 115 Fourth Avenue SE, Aberdeen, SD 57401, Telephone: 605-226-7426. The following information must be on the outside of the sealed envelope 1) Solicitation Number, 2) Due Date, and 3) Closing Time. Submittals received after this time and date will not be considered. Additional information requested of applying firms: indicate solicitation number in block 2b, FAX number and e-mail address in block 3a, and discuss why the firm is especially qualified based on the selection criteria in block 10 of the SF 255. For firms applying with multiple offices, indicate the office which completed each of the projects listed in block 8 and list which office is under contract for any projects listed in block 9. Personal interviews may not be scheduled prior to selection of the most qualified firms. SF 255's should not exceed 30 printed pages (double sided is considered to be two pages; organizational charts and photographs excluded. Exception: photographs with text will be considered as a page). Telegraphic and facsimile SF 254 and/or SF 255 submissions will not be accepted. Site visits will not be arranged during the submittal period. The Selection Committee will evaluate the submissions and establish a short list for as many as three firms. The short listed firms will be notified to establish an interview date and time, and will be asked to submit 5 copies of additional detailed information (using an 8-1/2" X 11" format and not exceeding 50 pages) that may further describe their design, management, and production capabilities and expertise, as well as previous accomplishments. The short listed firms will also be asked to provide Certificates of Insurance as proof of current coverage for professional liability, general liability, and automobile liability. The Selection Committee will interview each team; candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Preference will be given to potential Indian A/E firms.
