Description
The Agency for Healthcare Research and Quality (AHRQ) in collaboration with the National Cancer Institute of the U.S. Department of Health and Human Services (DHHS) intends to award a sole source contract modification to the National Forum for Health Care Quality Measurement and Reporting, 601 Thirteenth Street, 500 N, Washington DC 20005 to develop voluntary consensus standard measures of cancer care quality. The offeror must possess an understanding of and, preferably, experience in, quality measurement, and cancer care quality and the ability to bring together purchasers, providers, consumer representatives, and quality improvement organizations. The organization must be able to demonstrate that it can involve these diverse stakeholders in a fair and open process that will lead to consensus on the measures to be used that is in accordance with the National Technology Transfer and Advancement Act of 1995 and OMB Circular A119. It must also be able to demonstrate that the consensus on those measures can lead to a sufficiently broad use of the measures that they will, in fact, become voluntary consensus standards for the industry. Sources must also possess, or be able to obtain (in-house or through subcontracting arrangements), the staff and other resources needed to expeditiously carry out the different types of activities listed above. A determination by the Government not to compete this proposed contract modification based on responses is solely within the discretion of the Government. All questions or responses to this notice should be directed to the Contracting Officer by March 20, 2002. Telephone requests will not be honored.
