- CSAT/SAMHSA will award a one year contract with four option years. The Family Drug Court Evaluation shall: The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a three year cost reimbursement contract with one option year. The purpose of this contract is to provide for an evaluation of five Family Treatment Drug Courts. In addition, a benefit/cost study will be conducted at one site. The goal of Family Treatment Drug Courts is to stop the cycle of substance abuse and child neglect or abuse that occurs in many families, providing appropriate services to each family member so that families can be reunited, or children can be adopted when families cannot be reunited. In Family Treatment Drug Courts, alcohol and other drug treatment, combined with intervention and support services for the child and the entire family, are integrated with the legal processing of the family?s case. The primary evaluation objectives are to determine whether Family Treatment Drug Courts, when compared to traditional family courts: ? stop the cycle of substance abuse and child neglect or abuse that occurs in many families, ? improve the percentage of children who are reunited with their parents, ? speed the disposition of cases when parents cannot be reunited with their parents to improve compliance with the Adoption and Safe Families Act, ? reduce substance abuse by parents ? improve child welfare outcome ? improve court outcomes, and ? improve the well being and functioning of parents, children, and families Qualifications of the Applicant ? Substantial experience in evaluating Family Treatment Drug Courts or very similar programs. ? Substantial knowledge of, and experience with, the implementation and operation of a Family Treatment Drug Court. ? Substantial knowledge of, and experience with, family/juvenile courts that have jurisdiction over child abuse and neglect ? Substantial knowledge of, and experience with, child welfare systems responsible for child abuse and neglect. ? Substantial knowledge of, and experience with, comprehensive approaches to providing substance abuse treatment and wraparound services for adults, especially women. ? A substantial knowledge of family focused interventions and clinical approaches. ? Substantial knowledge of child development, and the identification of, and response to, developmental deficits. ? Substantial experience in conducting benefit/cost studies A DRAFT Statement of Work and DRAFT Quality Assurance Surveillance Program will be available by email request to MRingo@samhsa.gov. The items are made available to obtain industry comments and industry standards, if applicable. The estimated date for issuance of this RFP is April 02, with proposal responses due May 02, 2002. Files will not be made available on the Web Site until after the estimated issuance date.
