- CSAT/SAMHSA will award a one year contract with four option years. The Confidentiality Training and Ethics shall: 1. Provide information on Health Insurance Portability and Accountability Act (HIPAA), and its? impact on 42 CFR, confidentiality, and ethics. 2. Provide knowledge of ethical concepts, professional codes of ethics, and application of ethical practices within AOD treatment systems. 3. Arrange for consultants, trainers and experts in confidentiality, ethics, who are able to train and/or provide technical assistance and contribute information on consultants/trainers/experts, which lists their qualifications and credentials, to an automated data base ( SAMHSA/CSAT/CEDB). 4. Contribute to a technical assistance tracking system as a complementary component to the consultant data base, and provide data to GPO as requested. (Software/Training Provided). 5. Develop and/or provide training curriculums in the areas of confidentiality and ethics for AOD specific groups and for cross training purposes. 6. Produce a two part comprehensive and current generic confidentiality and ethics training document. 7. Deliver concise, comprehensive and appropriate training materials for each training, meeting, or technical assistance activity. 8. Design and deliver on-site training programs tailored to assist each State in meeting both Federal and State specific regulations on confidentiality and ethics as applied to the AOD system. 9. Conduct confidentiality and ethics cross training for agencies and organizations working in cooperation and collaboration with AOD treatment systems. Examples of cross training groups would include: The Criminal Justice System, Social Welfare Agencies, Public Health Primary Care and Infectious Disease Clinics, Housing Authorities, Department of Labor organizations, and State AOD agency officials. 10. Plan, organize, budget and provide logistical support for training events, meetings and technical assistance activities. 11. Attend and/or present at Federal meetings and conferences, serving as an expert resource on confidentiality and ethics. 12. Respond to telephone inquiries for technical assistance on confidentiality and ethical issues to State, local governments, and community based organizations. 13. Assess concisely the effectiveness and outcome of on-site training events to provide quality assurance. 14. Meet with GPO as required or requested. 15. Provide on schedule a monthly, annual and final report to the Government Project Officer (GPO) 16. The Offeror should demonstrate expert knowledge and understanding of confidentiality laws and regulations, particularly Federal 42-CFR, as applied to Alcohol and other Drug (AOD) treatment services for States, local governments and community based organizations. A DRAFT Statement of Work and DRAFT Quality Assurance Surveillance Program will be available by email request to Mringo@samhsa.gov. The items are made available to obtain industry comments and industry standards, if applicable. Comments should be sent electronically to Mringo@samhsa.gov Comments will be received until March 14, 2002. The estimated date for issuance of this RFP is March 20, 2002 with proposal responses due April 22, 2002. This solicitation may be obtained in any of three ways; by mail; picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852; or, electronically at the SAMHSA web site: http:/samhsa.gov/contracts. Files will not be made available on the Web Site until after the estimated issuance date.
