Description
NA The Pennsylvania National Guard is seeking a ?Best Value? service agreement with a public/private venture for a commercial car wash system at Fort Indiantown Gap, Annville, Pennsylvania. The Pennsylvania National Guard is seeking a concessionaire agreement /contract with a corporation, private business, or entity that fosters a winning partnership through the Installation Morale, Welfare, and Recreation-Fund Program (IMWRP). The work consists of, but not limited to all plant, labor, tools, materials, devices, equipment, supervision, management, and transportation to construct a multi-bay, fully accessible, manual and automated coin-operated car wash facility in Area 9 of Fort Indiantown Gap, Annville, Pennsylvania. The Contractor is responsible to finance, construct, and then operate the car wash facility. The Government will in turn negotiate this long-term Concessionaire?s agreement in which the Contractor or ?Concessionaire? agrees to pay a percentage of its gross receipts to the FTIG Morale, Welfare, and Recreation Council per month. *The Davis-Bacon Act does not apply. Furthermore, this facility shall be operational within 120 days of execution of agreement. The FTIG Morale, Welfare, and Recreation Council requires the Concessionaire to provide the following services and equipment: automatic and manual systems (Mark VII Equipment brand name or equal in its entirety). The equipment shall include a coin operated automatic brush system (Mark VII Merchandiser Plus, Model #9310-0210 brand name or equal in its entirety) and a manual wand system (Mark VII Proline Model XXI brand name or equal in its entirety). The equipment should be housed in a multiple bay facility that is fully accessible to various size vehicles to include one commercial tractor bay. The concessionaire shall provide for the retail sales of small items (cleaning items for immediate use from vending machines), and vacuum services. The ?Best Value? criteria are as follows: 1) Capability of the facility (size and number of bays.) 2) Exceeding the specified quality level for facility and equipment. 3) Building warranty (extended warranty past lease agreement expiration.) 4) Additional beneficial features by means of example: mat clips on walls, additional vacuums, vending areas, bill changer, etc. These evaluation factors are listed in order of priority, and when combined, are approximately equal to price in determining the best value offer for purposes of award.
