- Description
- The Department of Interior/GovWorks is seeking potential contractors on behalf of the U.S. Department of Agriculture Rural Utilities Service (RUS), to provide Financial Advisory Services in a number of technical areas. RUS makes loans and loan guarantees to rural electric Borrowers, most of which are organized as not-for-profit cooperatives. RUS loan documents and implementing regulations require the Borrower to obtain RUS approval before entering into a variety of transactions affecting construction, operation and ownership of the Borrower's system and security interests of RUS. The Applications for financial assistance or other types of approval requests for which financial advisory services may be requested include a wide variety of sometimes complex transactions. The areas of expertise required include, but are not limited to evaluation of risks relating to loans, debt restructuring, secured transactions, bond financing, leasing, utility rates analysis, due diligence and support services, indentures, mortgages, loan contracts, power marketing, market conditions, annexations, and competition. In addition to finance and industry specifics, financial advisory services shall include familiarity with credit and regulatory authority. Offerors should be familiar with rural area economics and rural cooperatives. Other agencies under the Rural Development mission area may also use these contracted services. Interested parties must submit a response by March 12th, 2002 via email, requesting a copy of the solicitation. The solicitation will be issued on or about March 15th, 2002, with a closing date for submission of offers on or about April 15, 2002.
