- Description
- The Naval Air Systems Command (NAVAIR) is soliciting information from industry on the existence of a production sonobuoy launcher that can be operated by the MH-60R Multi-Mission Helicopter platform. The purpose of this sources sought announcement is to determine the availability of sonobuoy launchers with the potential to meet the stated objectives, current industry experience and capabilities, and the current industry base of potential qualified vendors to support the possibility of a full and open competition to satisfy the objectives identified herein. The Government intends to use the provided information to aid in defining an acquisition strategy and budgeting assumptions. Objectives: The sonobuoy launcher should be capable of launching twenty-five (25) size A sonobuoys within the current space allocated and should not exceed the weight of the current sonobuoy launcher. The sonobuoy launcher may be a form, fit, function replacement of the current launcher or a re-manufacture of the existing launcher. Response content: Any written response to this sources sought announcement shall be limited to no more than twenty-five (25) pages. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). The response should include, but not be limited to, the following: a) A one page company history description to include: Small Business Administration (SBA) business size classification, major products, primary customer base, and points of contacts and their telephone numbers, that are able to discuss the material submitted. B) A description of the company?s past experience and performance at producing sonobuoy launchers similar to that outlined above; c) A description of the existing sonobuoy launcher, as well as a description of the modifications that would need to be made to the launcher and/or aircraft in order to satisfy the objectives identified above; d) A top level sonobuoy launcher development/build schedule and budgetary estimate (non-recurring and recurring) based on a quantity assumption of 250 sonobuoy launchers, assuming MH-60R integration program commencing in FY04 and initial delivery in late FY04; and e) Any other technical information the company deems necessary to aid the Government in making an informed assessment. Submission Information: It is the Government?s intention to review the data and possibly schedule a briefing with some of the submitters to gain further market insight to industry capabilities. Those companies will be contacted individually. Responses to this sources sought announcement shall be submitted no later than 22 April 2002 to: Department of the Navy, Naval Air Systems Command, Attn: Don Harwood, PMA 299, 22176 Elmer Road , Patuxent River, MD, 20670, Attn: Production Sonobuoy Launcher for the MH-60R RFI. Electronic responses are recommended and encouraged and should be submitted to HarwoodDW@navair.navy.mil. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
