- Description
- NASA/DFRC plans to issue a Request for Quotation (RFQ) for Flight Termination System (FTS) Redundant Power Supply, 4 each listed by Part Number from the Systems Planning Corporation Brand name or equal This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from the manufacturer, Systems Planning Corporation, 1000 Wilson Blvd., Arlington, VA 22209, on a sole source basis under 10 USC 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements." It is likely taht award to other than systems Planning Corporation would result in substantial duplication of costs that is not expected to be recovered through competition.Support from Systems Planning Corporation include equipment configuration, training, maintenance, and mission support will be provided at lower cost, because of existing equipment. Duplicate equipment to the Systems Planning Corporation FTS, which has been tested and proven, is to be the only acceptable system NASA DFRC will accept. The original award of the system was competed. The NAICS Code and Size Standard are 334418 and 500 employees respectively. The DPAS Rating for this procurement is DO-A7. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on March 14, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
