Description

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) is issuing notice of intent to negotiate a sole source procurement with Alice Dobry to provide engineering and technical support, radio frequency licensing, and software development and administration for automated flood warning systems used by the National Weather Service. The work requires specialized knowledge of NWS IFLOWS and AWIPS database structures; procedures for data exchange among these databases; and display of their data using Graphical Information System (GIS) software. The work also requires a thorough knowledge of procedures for radio licensing of non-federal entities on federal radio frequencies, and establishment of databases for inclusion in the Government Master File. Ms. Dobry is uniquely qualified to perform these highly specialized procedures due to her unparalled level of expertise developed in the successful execution of these same tasks on previous contracts. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement not later than March 21, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
