Description
The U.S. Department of Energy (DOE) is currently investigating alternatives for containing or removing the 11.9 million tons of low-level radioactively contaminated mill tailings at the former Atlas mill site in Moab, Utah. The former Atlas Site encompasses 400 acres and is situated on the banks of the Colorado River. The DOE is primarily focused on two remediation alternatives: cap-in-place or relocation of the tailings for off-site disposal. The DOE has not yet determined the approach it will take nor has it developed a firm requirement or specification for executing this project. When that occurs, DOE will initiate the appropriate procurement action to solicit proposals for performing the work. Continuation of this project is subject to the development of an acceptable remediation plan and Congressional appropriation of funding. If you have constructive ideas regarding this project, and wish to share them with the DOE during this investigative stage, you are welcome to do so. DOE is only interested in proven technologies. Be advised that your ideas, suggestions, or proposals regarding this project will be considered by DOE to be entirely unsolicited. Accordingly, the DOE makes no promises or commitments to pay or reimburse you for any costs associated with the development or presentation of the material furnished to us or to award you, either now or in the future, a contract for any work associated with this project. The DOE will not return any materials furnished in response to this notice. Oral presentations, if requested by you, will be limited to the presentation of materials without further discussion or a question and answer period. The DOE, at its sole discretion, may or may not consider, evaluate, or use the information you furnish. The DOE will consider all information that you furnish to us to be in the public domain unless you specifically mark it as proprietary. The DOE's incorporation of any of your non-proprietary ideas into its eventual requirement will not preclude the use of open competitive bidding on that requirement, and explicitly gives you no assurance that you will receive a contract award for this work. The DOE intends to inform the public of its progress regarding this project and will announce any requests for proposals on the Federal Business Opportunities web page FedBizOpps.gov. You are encouraged to apprise yourself of this information and participate in all future procurements for which you are eligible.
