Description
The Government has a requirement to demonstrate a diesel-powered microturbine under the Pollution Prevention Equipment Program (PPEP). Microturbines reportedly are more reliable and cleaner burning than the average stationary diesel generator. They also are reported to have energy efficiency benefits in certain heat recovery applications. This PPEP project will include monitoring in order to document these operational, environmental, and energy conservation benefits and any drawbacks. This demonstration will be conducted at SUBASE New London in Groton, CT. The contractor shall provide all labor, materials, transportation, equipment, tools, supervision, and management efforts necessary to install a complete and fully functioning microturbine system and support as outlined in the Statement of Work. The contractor shall be responsible for accomplishing all design and engineering required for a turnkey installation of the microturbine system. The microturbine and heat exchanger shall be installed in conformance with manufacturers instructions and recommendations. The components, design, and installation of the system shall conform to all applicable local building codes and safety standards, including National Electric Code (NEC) and National Fire Protection Association (NFPA) Standards. Microturbine is 30 Kilowatt. This procurement is being processed in accordance with FAR Part 13, Simplified Acquisition Procedures. The Government contemplates award of a Firm Fixed Price (FFP) contract and anticipates award date of 8 April 2002. The North American Industrial Classification System (NAICS) is 333611. The Small Business Size standard 1,000 employees. All responsible sources may submit a quotation and shall be considered by the Agency. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is considered most advantageous to the Government. The solicitation will be posted at the following Internet address http://esol.navfac.navy.mil on or about 8 March 2002 with a closing date of 22 March 2002. In accordance with FAR 5.102 this solicitation will only be available electronically.
