Description
The Range Instrumentation Systems Program Office (RISPO), Air Armament Center, Eglin AFB Florida is interested in information relating to a Security Filter and Verification Process (SFVP) candidate product. The RISPO has drafted a Common Criteria-compliant Evaluation Assurance Level (EAL) 3 (with EAL 4 augmentation in some areas) Protection Profile (PP) for a SFVP. The SFVP/PP is currently under review by the National Security Agency, with an expected completion date on 5 April. A copy of the draft SFVP/PP is available to NIAP-certified IT evaluation labs by contacting the RISPO Security POC. Subsequent to PP approval, the RISPO expects to coordinate PP compliance certification for a SFVP candidate product. National Information Assurance Program (NIAP)-certified Information Technology (IT) labs interested in supporting the task PP approval and the candidate product certification should provide the following information: (1) Address your facility's availability for the PP review beginning mid April 2002; (2) Estimate of the cost and schedule to complete the PP approval; (3) Address your facility's availability for candidate product evaluation after the PP approval; (4) Estimate of the cost and schedule to complete the candidate product certification; (5) Address location of candidate product evaluation activities if some of the evaluation is expected to take place outside of the NIAP-certified lab (i.e., contractor's production facility, user's intended operational facilities, etc.); (6) Provide listing of the non-NIAP certified lab contractor's organizational documentation and product design and test documents that you would expect to be provided with the candidate product; (7) Identify the extent you would expect the non-NIAP certified lab contractor to support your evaluation of their candidate product. Cost/schedule planning information is desired in order to develop potential program requirements. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. THIS RFI IS FOR PLANNING PURPOSES ONLY AND SHALL NOT BE CONSIDERED AS A REQUEST FOR PROPOSAL (RFP) OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES. Although "Proposal" and "Offeror" may be used in this RFI, your response will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission of responses to this RFI or the government's use of such information. The government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide is intended to be forwarded without evaluation by the RISPO, to an interested Foreign Military Sales (FMS) customer for their evaluation. Should this customer decide to proceed with this effort through a FMS sales agreement, the resultant contract may be made to a directed source, without competition. Further, the information you provide may be utilized by the Air Force in developing its acquisition strategy and in its Statement of Work/Statement of Objectives and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Interested firms are requested to submit information outlining their capabilities within 30 days of the date of the RFI announcement.
