Description
NA On or about 08 April 2002, this office will issue Request for Proposal (RFP) for the construction of CONSTRUCT HYDRANT FUELING SYSTEM, GRAND FORKS AFB, ND. Proposals will be accepted on or about 23 May 2002. This solicitation is unrestricted and open to both large and small business participation. NAICS Code for this solicitation is 234930 which has a small business size standard of $27.5 million. A site visit/pre-proposal conference will be held at Grand Forks AFB, ND, on 17 April 2002. Place of assembly will be at the Resident Engineer's Office at 8:00 a.m. Contractors interested in attending the site visit and pre-proposal conference are required to fax their Name, Social Security Number, and Birth Date, on the Contractor's Letterhead, to the Resident Engineer no later than 10:00 a.m. on 05 April 2002. Do not submit requests to attend to Contracting Division. The work will include the following: (Approx. quantities) The project consists of providing a Hydrant Fuel Pumphouse, a new POL Operations Facility, adding two bays to the existing Vehicle Inspection Facility, and an additional Hydrant Fuel Pit. Itemized work consists of providing 1 new hydrant fuel pit; a 2,400 gpm Hydrant Fuel Pumphouse and Control Room; two (2) 10,000-bbl capacity operating storage tanks with concrete containment berms and basins; potable water, wastewater collection; distribut ion piping to fueling pits, hydrant hose truck checkout pad; one (1) truck fill stand; extension of a fuel transfer line to the new pumphouse; fire alarm system; emergency shutoff switches; 300kw and 150kw backup diesel generators for Pumphouse and POL. A dditional support rooms for POL Operation Building will include a fuels lab, classroom, office spaces, and a fuel control center. Other work includes a 2-Bay addition to the existing Vehicle Inspection Facility. Grading, landscaping and new site utilities will need to be provided. Proposal Evaluation and Award: Proposals will be submitted based on technically acceptable requirements specified in RFP section PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS. Similar Experience, Qualifications Data and System Supplier will be evaluat ed. The Proposal meeting the technically acceptable requirements and offering the lowest price to the Government will be awarded the contract. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 570 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time al lowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
