- NAICS Code 233320 SIC Code 1542 ? This procurement is set-aside for 8(a) competitive acquisition and only offerors registered with the Small Business Administration (SBA) as an 8(a) firm within the state of Colorado and in good standing with the SBA may submit proposals. This announcement is for selection of Construction Manager as constructor (CMc) services for the renovation of the Byron G. Rogers U.S. District Courthouse federal building in Denver, Colorado, under a best value selection process involving tradeoffs between price and technical proposals. A Fixed Price Incentive contract is contemplated. PROJECT SUMMARY Built in 1965, the Byron G. Rogers United States Courthouse is a five-story building located in downtown Denver on nineteenth street between Stout and Champa Streets. Two levels of parking in the basement and sub-basement provide space for government vehicles including U.S. District Court Judges, FBI, Probation, and other tenants of the building. The Courthouse is in need of repairs and renovation due to its age, security circulation conflicts, outdated life safety systems, uneven handicapped accessibility, and the presence of hazardous materials such as asbestos and lead paint. The Courthouse will house six major tenants after the completion of this renovation project, including United States District Court, Court Administrative Support Center, Probation and Pre-Trial, U.S. Courts Library, 10th Circuit Mediation and United States Marshals Service. The following is a list of the scope of work items that are currently included in the construction project: ? Addition of fire sprinklers throughout the facility ? Addition of a fire alarm system ? Fire separation construction ? Interior renovations and upgrades to Courtrooms ? Interior renovations to the Judges Chambers ? Complete interior renovation of the first floor level ? Renovation and upgrades to the US Marshals Service third floor ? Toilet room upgrades to include handicapped accessibility ? Air handler change from constant volume to variable air volume ? Reworking of the air distribution system ? Renovation of the electrical, telephone, and data infrastructure systems ? Replacement of lighting fixtures where required ? Security infrastructure upgrades ? Provide handicapped accessibility modifications ? Asbestos abatement and management ? Modification of the garage ventilation system for make-up air and exhaust ? Addition of building vestibule to provide integrated lobby security systems ? Exterior clean, seal, and repair of both Courthouse and Federal Office Bldg ? Addition of a life safety generator for both Courthouse and Federal Office Bldg SCOPE OF SERVICES The scope of CMc services include preconstruction construction management services, construction phase construction management services and the construction project. The services requested of the CMc shall cover a wide range of design and construction activities, which are often performed by both Construction Managers (CMs) and General Contractors (GCs). This project is currently under design, and the A/E team is the primary party responsible for the design and the schedule for design. The CMc must maintain a team with the experience and capability to manage and coordinate with the current A/E design team, the timely and orderly design and construction of the proposed project. The CMc shall be required to assign, as needed, a team consisting of architectural, civil, structural, mechanical and electrical reviewers; cost estimators; CPM analysts; field engineers; field support staff; construction supervisors; construction superintendents; inspectors; testing engineers/technicians; and other disciplines. Preconstruction phase construction management services shall include, but are not limited to, participation in all construction document production phase weekly team meetings; review and evaluation of the construction document submissions for constructability; scope management; value engineering suggestions; independent pricing of A/E?s schematic design submittal and all subsequent construction document submittals; consultation during construction document production; preliminary project schedule development; cost estimates; development of subcontractor and supplier interest; competitive selection and procurement of all necessary subcontractors; and development of a target and ceiling construction cost. Construction phase construction management services and the construction project shall include, but are not limited to, construction; administration of the construction contract and all subcontracts; coordination of regular construction meetings; CPM scheduling; maintaining construction records including daily logs and monthly reports; monitoring of construction costs; inspection; commissioning; turnover to designated facility staff; participation in acquisition of Alternative Dispute Resolution/Partnering consultant; and other required supplemental services if so requested by the Government. The CMc shall provide GSA with sound management advice regarding the approach to the project, how to achieve the best value in the work being accomplished, necessary actions, schedule control, alternative ideas, problem/claim prevention, and budgeting. The CMc shall have a full understanding of the project, its contract documents, and the principles of Federal construction contracting and contract administration. Most importantly, the CMc shall have complete responsibility for construction of the facility, including timely delivery and reasonable project cost. PARTICIPATION This contract is an 8(a) set-aside procurement limited to 8(a) participants within the state of Colorado. WRITTEN SUBMISSION REQUIREMENTS Proposals must meet the following minimum requirements to be determined acceptable: 1. Offerors must provide proof of construction contractor license in the state of Colorado. 2. Offerors must provide a statement from their bonding corporate surety certifying their bonding capacity for a project with an estimated construction cost of $30,000,000 - $35,000,000. The surety must appear on the list contained in the Department of Treasury Circular 570, entitled ?companies holding certificates of authority as acceptable sureties on federal bonds and acceptable reinsuring companies?. Other bonding options are available in accordance with FAR 28.204. 3. Offer must provide proof of acceptance into the 8(a) program from the SBA. Proposals are due at 2:00 p.m. local time on April 17, 2002.
