Description
The U.S. Railroad Retirement Board (RRB) seeks sources for network printer cost-per-copy services. The proposed solutions should address the following situation: Currently the RRB has a group of 24 Hewlett-Packard laser-jet LAN printers of various types. All are located at the RRB?s headquarters facility, 844 N. Rush St., Chicago IL 60611. The RRB would expect a contractor to normally replace these printers on a one-for-one basis. However, the RRB currently owns five LAN printers estimated to produce less than 1,000 print pages per month. These low-volume printers may be consolidated with other printers in the immediate work areas as feasible, resulting in the 19 LAN printers as replacements for the 24 LAN printers listed on Attachment 1. (Available upon request. Contact K. Haskins-Brewer at 312/751-4615). Respondents are encouraged to suggest the most efficient combination of printers within these parameters. The RRB estimates total monthly volumes of 53,780. The RRB requires the following: 1. GENERAL PRINTER REQUIREMENTS. a. LAN printers shall be capable of connecting to a computer network with the following specifications: Network Operating System - Windows 2000 and Windows NT4, Workstation Operating Systems - Windows 95, 98, NT4, Windows 2000, Protocol - TCP/IP, Cabling - 100 BaseT (CAT 5), Hubs - 10/100 Base T, with dedicated hubs. b. All models being offered are in current production as of the date an offer is submitted under this RFI. For purposes of this solicitation, current production shall mean that the LAN printer model is being manufactured as new equipment for the United States market. Any model(s) being offered as remanufactured are also acceptable, however, they must have been inspected and tested to the original equipment manufacturer?s standards, Remanufactured Equipment - Means factory rebuilt to original specifications. c. All LAN printer models furnished after award, as new or newly remanufactured, must not have been used at any other time prior to delivery after the manufacturing or remanufacturing process. d. Under Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), acquisitions of Electronics and Information Technology (EIT) supplies and services must meet all relevant accessibility standards. Offerors are requested to specify which accessibility standards the proposed equipment would meet. 2. SPECIFIC PRINTER REQUIREMENTS. a. All LAN printers offered shall have two removable trays for loading paper and one manual feed paper tray. b. All offered LAN printers shall be rated at a minimum output of 17 pages per minute and shall have a minimum of 28 megs of memory. c. LAN printers shall have the manufacturer?s serial number, manufacturer?s name and/or trademark, and model number permanently and legibly affixed on a major component in a readily accessible location. d. An operator?s manual shall be furnished with each placed LAN printer provided. Manuals permanently affixed to equipment are acceptable in lieu of manuals furnished separately from equipment. e. LAN printers shall feature a definitive indicator of when the equipment is energized. Provide details on the potential for electronic malfunction polling. f. LAN printers shall have a self-diagnostic system. g. LAN printers shall have a minimum resolution of 600 dpi. 3. OPERATIONAL AND ENVIRONMENTAL REQUIREMENTS. a. LAN printers shall be capable of performing all required tasks using recycled printer paper with specifications in accordance with the Joint Committee on Printing (JCP) circular No. JCP O-65, dated July 1, 1994. b. All furnished LAN printers shall be UL approved and shall meet the following electrical requirement: 120 V SYSTEM: 120 volt ? 10%, single phase, 60 cycle circuit. Full load circuit should not exceed 16 amp. Male cap (plug) must be two pole three wire grounded 20 A 125V NEMA rated No. 5-20. Specify ?Energy Star? performance level, if applicable. c. LAN printers shall perform satisfactorily at any temperature between 50 and 90 degrees Fahrenheit. LAN printers shall perform satisfactorily at any relative humidity between 15 and 85 percent. d. Provide sample implementation plans. 4. SUPPLY REQUIREMENTS. a. All consumable supplies, (e.g., cartridges, toner, developer, fuser agent, etc.) with the exception of paper, shall be provided by the contractor. b.. The contractor will replenish the on-hand consumable supplies within agreed-upon time periods. 5. MAINTENANCE REQUIREMENTS. a. The contractor shall provide maintenance service with respect to all machines furnished under this contract. Such service shall include all labor, parts, and consumable supplies, except paper, required to keep the equipment in good working order. b. Preventive maintenance shall be performed by the contractor consistent with standard commercial practice. Within 30 days after contract award, the contractor shall submit a written preventive maintenance plan to the Contracting Officer?s Technical Representative (COTR) specifying both the frequency and duration of maintenance required. The schedule shall be subject to the RRB?s approval. c. Remedial maintenance service, including the provision of labor, parts, and consumable supplies (except paper), shall be provided by the contractor during the principal period of maintenance service upon notification by the RRB that the equipment needs service. (1) The principal period of maintenance service (business hours) shall be 7:30 a.m. through 4:00 p.m. Chicago time, Monday through Friday, except Federal holidays. (2) The contractor shall provide the RRB with a designated point of contact and shall ensure that its maintenance representative(s) promptly receive the RRB?s request for remedial service. (3)The contractor shall restore the full functionality of any malfunctioning equipment provided under this contract within four business hours after initial notification by the RRB. Provide details on the potential for quicker restoration times. Provide details on the potential for providing a full or part-time technician on site. (4)The contractor shall provide information on a remediation strategy if a LAN printer cannot be repaired or made operable within 2 working days (16 business hours). d. Each LAN printer furnished under this contract shall achieve a minimum functional availability level of 90% on a monthly basis, based on a business work day of from 7:30 a.m. to 4:00 p.m. Chicago time, Monday through Friday, except Federal holidays. Provide details on achieving functional availability levels above 90%. 6. TRAINING REQUIREMENTS. The contractor shall provide information on conducting basic LAN printer training to personnel designated as key operators for each installed LAN printer. The objective of this training is to ensure the smooth operation of LAN printers provided/delivered under any potential agreement. Companies having the ability to furnish these services are requested to provide written notification (including telephone number for a point of contact) and detailed data regarding the proposed solution(s) to the processing office listed in this notice within 15 calendar days from the date of publication of this synopsis. Potential vendors should respond with technical literature, pricing details, and information describing the degree to which they can comply with the requirements outlined above. No telephone calls will be accepted. The RRB does not intend to award a contract on the basis of this request or to pay for the information solicited. THIS IS NOT A SOLICITATION FOR OFFERS OR BIDS. No telephone calls will be accepted. The RRB shall not transmit acknowledgment of receipt of vendor submissions and will not return any written data or solutions submitted to this office.
