Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PREQUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate Office of the Sergeant at Arms (SAA) is pre-qualifying sources for engineering technical support services and support to remove the existing analog infrastructure; design, engineer, install and test a Standard Definition CCIR-601/AES-EBU digital television facility for the Democratic Technology and Communications Committee (DTCC). The vendor shall be responsible for translating the DTCC's conceptual design into engineering construction drawings. This layout must include creation of detailed cable-specific drawings, jackfield layouts and a cable database based on the DTCC-provided functional block diagrams, list of current and proposed equipment, router switcher assignments, system mnemonics rack elevations and floor plan. The vendor shall be responsible for the procurement of racks, major and ancillary equipment, cabling, connectors and other installation materials; to install and interconnect equipment in consoles and racks; removal of existing cabling and equipment; integrate video, audio, remote control, high speed networking as applicable, and test the digital facilities. The SAA invites all qualified sources to respond to this sources sought notice. THIS SOURCES SOUGHT IS RESTRICTED TO VENDORS LOCATED IN THE LOCAL COMMUTING AREA OF WASHINGTON, DC (defined as no more than 50 miles driving distance to the United States Capitol Building). The vendor response to this sources sought notice shall specifically address the six evaluation criteria below. The evaluation criteria for selection, listed in descending order of importance, are as follows: (1) Professional qualifications (education, registration, and experience) of individual design team members who will perform the required services; (2) Specialized experience of design team members individually, and collectively as a team, in the design of site master plans; (3) Professional capacity, experienced in-house personnel to accomplish this work in a timely manner; (4) Past performance on similar contracts with Government agencies and private industry in terms of (a) the type of work, including the quality control program used to ensure accuracy by number of addenda and change orders required, and (b) compliance with design and installation schedules; (5) Computer capabilities - all design drawings prepared for this contract must be produced on the AutoCAD 2000 system; specifications shall be written using Microsoft Word for Windows, version 97 or higher, and cost estimates shall be prepared using Microsoft Excel, version 97 or higher; and (6) Location/proximity to the United States Capitol Building. Failure to provide information on criteria 1 through 6 above will result in disqualification of the vendor from further consideration. The prequalification process will consist of two phases; this FEDBIZOPS announcement is for Phase One. A Prequalification Evaluation Team will evaluate all responses to this notice to select those vendors who are qualified to participate in Phase Two, a mandatory pre-bidders' conference which is currently anticipated to be held in late April 2002. Only the most qualified vendors will be invited to participate in Phase Two, Vendors selected for Phase Two shall be required to attend the pre-bidders' conference. At the completion of Phase Two the SAA reserves the right to issue a solicitation only to those vendors who have completed Phase Two. All qualified sources should respond to this Sources Sought notice by submitting an information package of no more than twenty (20) pages, 8.5 inches by 11 inches, stapled in the left hand corner, no binders, with an original and six copies. DELIVERY INSTRUCTIONS: All responses to this sources sought notice must be received no later than March 22, 2002 at 4:00 p.m. EST at the following address: Attn: Kathleen M. Haddow, Contracts Department, Office of the Sergeant at Arms, United States Senate, 1st and C Street, NE, Washington, DC 20510. NO REQUESTS FOR AN EXTENSION OF THE DATE OR TIME WILL BE GRANTED. Responses must be submitted using either FedEX or United Parcel Service (UPS) delivery services. No fax, email, United States Postal Service, vendor hand deliveries or any other delivery services or methods of delivery shall be used for this response. The FedEX or UPS delivery must be received at the address above by March 22, 2002 at 4:00 p.m. EST. NO LATE SUBMISSIONS WILL BE CONSIDERED. The vendor must fax on company letterhead the following information to Ms. Kathleen M. Haddow at (202)-228-2051, 24 hours prior to delivery of their response: Vendor Name and Address, specify method of delivery (either FedEX or UPS), Vendor point of contact, phone number, and fax number of the individual within Vendor's organization responsible for the response delivery. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the SAA. The SAA shall not be liable for or suffer any consequent damages for any proprietary information not properly identified. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE. NO OTHER INFORMATION WILL BE PROVIDED FOR THIS SOURCES SOUGHT NOTICE. ALL INFORMATION TO RESPOND TO THIS SOURCES SOUGHT NOTICE HAS BEEN PROVIDED HEREIN. NO REQUESTS, TELEPHONE CALLS OR EMAILS FOR ADDITIONAL INFORMATION WILL BE RESPONDED TO.
