Description
USDA-ARS-ARS-NSRIC, AMES, IOWA. intends to procure A Eddy Covariance System from Campbell Scientific, Inc. on a Sole Source basis. This instrument is being purchased for use on a CRADA (Contract # 58-3K95-2-920) entitled," Evaluation of Air Pollution Control Methods Applied to Swine Effluent" with Premium Standard Farms in Princeton, MO that is scheduled to start on March 1, 2002 and conclude on February 28, 2003. I am requesting a sole-source purchase of the Eddy Covariance System for the following reasons: First, the project is part of a U. S. EPA Clean Air Act enforcement lawsuit that specifies use of the CSI Eddy Covariance System for emission measurements from swine lagoons. The U.S. EPA has subsequently approved all quality control/quality assurance project plans mandating the use of the Eddy Covariance System for completion of emission measurements related to this CRADA. This emission measurement system, and CO 2/ H20 analyzer is the only system approved by the U.S. EPA for Eddy Covariance emission measurements at animal feeding operations. Secondly, a collaborating unit at the National Soil tilth Laboratory currently owns and uses three Eddy Covariance Systems that were previously purchased through Campbell Scientific, Inc., and therefore, has made a prior investment in training personnel and purchasing part inventories for this particular device. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals.
