Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-04. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote.***The National Institute of Standards and Technology (NIST) has a requirement for one (1) Dielectric Slit Die and Preceptor Data Acquisition Package consisting of four (4) primary modules, (1) Sensor, (2) Dielectric Constant Measurement/Detection Electronics, (3) Computer with User Interface and Data Acquisition Software and (4) Temperature Controlled Heater Bands and Pressure Sensors.***All interested offerors shall provide a quote for the following line items: Line Item 0001: Quantity one (1) each Sensor with all of the following required specifications: (1) Dielectric slit die sensor with patterned interdigitating electrodes on a ceramic substrate; (2) Patterned electrodes with the following dimensions: inter-electrodes distance of 0.5 mm with electrode thickness of 0.5mm and length of each finger of 1.6 cm, deposited electrodes extend over a length of 8.9 cm (3.5 inches) on the surface of the ceramic; (3) Stainless steel sensor housing of 12.7 cm (5 inch) diameter surrounding the ceramic substrate that contains interdigitated electrodes on its surface; (4) Two top half sensor pieces: one (1) , with ceramic insert and one (1) without, both contain 2 mm (0.08 inches) slit by 2.875 cm (1.125 inch) width; (5) The interdigitated electrodes are to be deposited on the surface in a manner that imparts robustness in service; (6) Temperature and pressure of operation shall be from room temperature to 300 C and over pressure ranging from atmosphere to 20 Mpa (3,000 psi); (7) Sensor unit shall contain connecting brackets for attaching to polymer extrusion machine. Line Item 0002: Quantity one (1) each Dielectric constant measurement/detection electronics with all of the following required specifications: (1) Computer controlled instrumentation to measure the in-phase and out-of-phase components of current when referenced against voltage applied to the processed resin; (2) The system shall include a preamplifier, lock-in-amplifier with integral signal generator operating over a frequency range of 500 Hz to 100,000 Hz.; (3) Measurement of capacitance and resistance shall yield sensitivity of 0.01 in relative permitivity and of 10-10 S/m in conductivity. Line Item 0003: Quantity one (1) each Computer with user interface and data acquisition software with all the following required specifications: (1) The computer: laptop with windows operating system; (2) Software to control the measurement, and to acquire and analyze data; (3) Measurements made at discrete frequencies between 500 Hz and 100,000 Hz on a continuous basis as a function of time; (4) Archived results: frequency, time, capacitance, the real part of the relative permitivity, resistance, conductivity, the imaginary part of the dielectric constant, two pressure measurements, temperature and output from National Institute of Standards and Technology (NIST) supplied load cell; (5) Four analog signals to be acquired by the computer are: two (2) pressure, one (1) thermocouple and the output from the load cell; (6) User interface provides menu options to control data acquisition and to view real-time plots of acquired pressure, temperature, and calculated dielectric constant and conductivity. Line Item 0004: Quantity one (1) each Temperature controlled heater bands and pressure sensor with all of the following specifications: (1) Heater bands surround the sensor body with openings for three (3) Dynisco type sensors, one (1) on the bottom and two (2) on the top, and one (1) bayonet thermocouple sensor on top; (2) Two (2) sensors supplied by contractor: a pressure and thermocouple combination Dynisco sensor with pressure range atmosphere to 3,000 psi, and one (1) bayonet thermocouple sensor for control; (3) Heater controller shall be self tuning PID type; (4) The bayonet control thermocouple to be used by the temperature control unit only and is not acquired by the computer; (5) Measured data analyzed and automatically archived into a spreadsheet format.***The Contractor shall state the warranty coverage provided for all line items.***Delivery shall be FOB Destination and shall be no later than 60 days after receipt of order.***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.***Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability to meet or exceed the required specifications shall be considered more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation.***Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, which clearly documents that the offered product(s) meet or exceed the specifications stated above and meet the needs of the Government.***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.***The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52-222-26, Equal Opportunity; (13) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (16) 52.222-19 Child Labor - Cooperation With Authorities And Remedies; (19) (i) 52.225-3 Alternate II, Buy American Act - North American Free Trade Agreement--Israeli Trade Act--Balance of Payments Program; (21) 52.225-13 Restriction on Certain Foreign Purchases and (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
